Zelensky signed a law that finally restores the right to dispose of their lands to communities

The document fundamentally changes land management

During the All-Ukrainian Forum "Ukraine 30. Land", President Volodymyr Zelensky signed the law "On Amendments to the Land Code of Ukraine and other legislative acts regarding the improvement of the management system and deregulation in the field of land relations" (bill No. 2194), which was adopted by the Verkhovna Rada on April 28 . This was reported in the Office of the President.

"In April 2021, after overcoming fierce resistance and thousands of amendments - legislative spam from individual political parties, the Verkhovna Rada finally adopted the last key laws necessary for a full-fledged start of a transparent land market," said the head of state.

He emphasized that the document he signed fundamentally changes the land system and is actually the "Land Constitution" of Ukraine.

"This is a law that takes away from a cabinet official the function of registering the right to land, which he has never even seen in his life. The right to dispose of their lands is finally returned to communities. The law clearly states that only Ukrainians can buy and sell land," Zelensky noted.

According to the document, state-owned lands outside settlements (except for lands that are necessary for the state to perform its functions) are transferred to the communal ownership of rural, township, and city councils. A clear mechanism for fixing the boundaries of communities, in particular united ones, has been established in the State Land Cadastre. Local self-government bodies are empowered to change the purpose of land plots of private property and to approve detailed plans of the territory outside the settlements.

In addition, the powers to exercise state control over the use and protection of land are given to regional state administrations and executive bodies of rural, township, and city councils.

The President also noted that the Verkhovna Rada adopted the Law "On Amendments to Certain Legislative Acts Concerning the Sale of Land Plots of State and Communal Property or Rights to Them (Leasing, Superficiation, Emphytheusis) through Electronic Auctions" (draft law No. 2195), which introduces electronic auctions on the purchase and sale of land.

"This is a guarantee of filling local budgets, an opportunity for every Ukrainian to take part in the auction and create his own farm," the head of state explained.
