An initiative group of Odessa residents collects signatures on a petition to the Odessa City Council demanding that Sergei Kivalov be deprived of the title "Honorary Citizen of the City of Odessa".
This high title for citizens was solemnly awarded to him on June 15, 2004 at the request of the staff of the Odessa Law Academy. Also, along with the title, Sergey Kyvalov was granted the benefits and privileges provided by the Regulation "On the Awarding of the Title "Honorary Citizen of the City of Odessa":
— free travel in city transport (except shuttle taxis and taxis);
— payment of one ticket per hour (with payment of travel to a sanatorium, holiday home or other medical and preventive institution of Ukraine);
— the right to receive from the city budget a supplement to the pension in the amount of the minimum state pension upon reaching the retirement age;
— ritual honors and the establishment of a tombstone.
According to the initiative group, the title "Honorary Citizen of the City of Odessa" is awarded to citizens who have outstanding merit and made a large personal contribution to the development of the city of Odessa, its economy, culture, art, science, health care, education, sports and other types of activities, whose long-term production , charitable, educational, public and other activities received widespread recognition from the residents of the city of Odessa.
Alas, Sergey Kivalov's activities do not fall under any of the specified provisions. And the recent scandal with the construction at the expense of the city treasury of a private school for the elect under the guise of a parish school became the last straw for the patience of Odessans.
