SAP closed the case on "Rotterdam Plus"

The specialized anti-corruption prosecutor's office closed the case on the "Rotterdam Plus formula". This is reported in the mass media.

The case was closed due to the lack of documented losses in the case, although the expert institution of the SBU established UAH 18,87 billion in losses from the formula in 2016-2017.

According to the investigation, the general director of DTEK Networks Ivan Gelyukh and another manager of DTEK Borys Lysovoy by prior agreement with ex-head of NKREKU Dmytro Vovko, former member of the National Commission Vladimir Evdokimov, deputy director of energy market management of NKREKU Taras Revenko and head of department of this department Vladimir Butovsky in advance of acceptance "Rotterdam Plus" formulas discussed the possibility of its implementation. According to the prosecutor, at first the formula was planned to be applied only to the coal that is delivered to Ukraine through the ports.

However, the amount of such coal was approximately 130 tons per hour out of the total volume of coal of that grade used at the TPP, which is 25,5 million tons. The prosecutor added that later all the above-mentioned persons agreed to apply this formula to the entire amount of coal, which was proposed by the officials of the NCREKU at the meeting on January 28, 2016. Already on March 3 of the same year, the officials of the National Commission, after obtaining permission from the AMCU, ensured consideration of the agenda, which included the issue of the "Rotterdam Plus" formula, which was approved at that meeting.
