At the press conference in Kyiv, dedicated to summarizing the results of the first round of the National rating of influence "Elite of Ukraine", a Ukrainian record was registered.
Thus, 5300 candidates from all regions of the country took part in the rating, with the exception of temporarily occupied territories. According to Lana Vetrova, head of the National Register of Records of Ukraine, none of the similar projects had ever gathered such a large number of participants.
— The project has a very ambitious name. In my opinion, the elite are people who have a direct influence on society, form its opinion and offer a choice that they made themselves. The rating gained the largest number of participants, which is confirmed by our expert analysis, which I would like to congratulate, Vetrova noted.
The corresponding diploma was awarded to the head of the organizing committee of the National ranking of influence "Elite of Ukraine", the chairman of the board of the International Expert Club, Elena Ovchynnikova. In turn, she told about the results of the first round, which was completed on September 20.
— In each of the 24 regions of Ukraine, a team of two hundred experts selected several hundred of the most influential representatives of local elites over the course of a month. In the five largest regions - Kyiv, Odesa, Lviv, Kharkiv and Dnipropetrovsk - 300 people each, in the remaining nineteen - 200. We tried to make the project unique and it seems that we succeeded. The peculiarity of the "Elite of Ukraine" rating is that not only the influence and the financial component were evaluated, but also openness, patriotism and moral qualities, - said Elena Ovchinnikova.
The project manager also emphasized that September 21 the second round has started, which will last until October 5.
— At this stage, experts will select the 100 best representatives of the elite from the general all-Ukrainian list. At present, the national rating list includes 300 people: ten of the most influential people from each region and 60 high-ranking persons and statesmen of Ukraine who did not participate in the regional selection. Thus, it is from them that the rating of the most influential people of the country, representing the new elite, will be formed, - said Elena Ovchinnikova.
Elena Knyazeva, head of the Puls scientific research sociological center, spoke in detail about the categories by which the participants were divided, as well as the 10 criteria by which the experts evaluated the participants.
— After long discussions, the experts came to the conclusion that the participants of the rating will be distributed in the following categories: politics, business, power, public activity, religion, culture, sports, media, science and education, health protection. The qualities of the participants were assessed by experts on a 100-point scale, said Elena Knyazeva.
For this, the following criteria were developed:
1. Public recognition and trust
2. Job status, career growth, success, personal achievements - resources (sources) of influence
3. Competence and professionalism
4. Mind, intelligence, education, literacy, intelligence
5. Financial independence
6. Charity, patronage, volunteering
7. Patriotism
8. High moral qualities (honesty, decency, transparency, not using your position for your own purposes)
9. Social responsibility (service to people, society), reputational integrity
10. The ability to achieve set goals, independence in decision-making.
Political technologist, managing partner of the company "SIC Group Ukraine", Member of IGAPA Ekaterina Odarchenko shared her opinion about the elite that they are trying to form in Ukraine through the rating.
— The rating is not an end in itself, it is a tool for attracting attention to the elite in the positive sense of the word. The public is used to the fact that an elitist is a person who has money and a classy car. But this is not so. All over the world, a self-sufficient person is considered an elite. For example, a teacher is an elite, he forms a worldview in children, patriotism, and educates the future generation. But such people are shown less respect than they deserve. This is sad and needs to be changed. For example, in Scandinavia, respect for humanitarian professions is extremely high, and the standard of living in these countries is much higher. I think that such projects as "Elite of Ukraine" are recognized as a method of conveying the message to the population: fight, take part in the life of our country. The rating, as a tool, is important in building confidence among people who do not have much money, but there is a desire to change our country for the better, the political technologist is confident.
Elena Ovchinnikova, in turn, told about what to expect from the project in the future.
— On October 5, we will present the results of the national rating. These will be the results of expert evaluation: as in regional ratings, candidates will be evaluated according to the same 10 criteria. In parallel with expert voting, online voting will take place on the project's official website. After that, an encyclopedia is planned to be published, which will contain the names and biographies of 5360 project participants. Also, prior to March 12, we plan to organize the National Forum for the Development of Ukraine in Kyiv, which, according to our estimates, will be attended by more than 2 thousand people. It will be attended by speakers at the level of the leaders of countries - people on whom the whole world compares. We understand that we have an ambitious goal, but these are not empty words. We intend to ensure that such persons visit Ukraine. The result of the forum may be the emergence of a new strategy for the development of our country, - summarized Elena Ovchinnikova.
