Ukrainian consulates abroad do not have the right to issue summonses to citizens of Ukraine

Yuriy Lysenko, the special representative of the Ukrainian Ombudsman in Britain, clarified this issue. Let me remind you that in December, the Cabinet of Ministers adopted a new procedure for issuing subpoenas, in which diplomatic agencies were obliged to keep military records among Ukrainians who are abroad. And to "facilitate" their return to Ukraine during mobilization, during wartime and special periods. However, no one particularly understood how exactly this should happen in practice.

According to Lysenko, he requested official information about this from diplomatic institutions of Ukraine abroad. And received the following answers:

  1. The consulate must keep a military record of men.
  2. But diplomatic structures will not issue subpoenas to persons who are on the register.
  3. At the same time, they must inform citizens of conscription age about when the next draft for conscription begins.
  4. Consulates should also facilitate the return of conscripts to Ukraine during mobilization and martial law.

What "facilitate" means is not stated in any law. That is, the consulates themselves must decide whether to limit themselves to verbal "assistance" or, perhaps, to write a whole letter.
