Reznikov and Zaluzhny opposed the proposed bill on payments of 30 hryvnias

People's deputy Davyd Arahamiya reported receiving a letter from the military bloc with their vision regarding the remuneration of the personnel of the Armed Forces.

According to the military leadership, the proposal does not take into account the specifics of service and other problems.

"We are convinced that the approach to payment should be more differentiated and developed together with representatives of servicemen and the command," the statement reads.

The military believes that:

  • the recently voted amendment does not resolve issues related to monetary remuneration, in particular, conscripts and cadets;
  • its text does not take into account the peculiarities of serving in different regions and performing tasks of varying degrees of complexity;
  • the labor remuneration system must be fair and provided with budget funding, and not just exist on paper;
  • populism in this matter can have extremely negative consequences and cause disappointment.

Therefore, the authors of the letter propose to further develop a regulatory framework for the remuneration of defenders in a more differentiated manner and, most importantly, with the involvement of the command and representatives of the national security and defense sector.

In this regard, they appealed to the Verkhovna Rada with a request to postpone consideration of the draft resolution No. 8312-P dated 11.04.2023 "On the cancellation of the decision of the Verkhovna Rada of Ukraine dated 10.04.2023 on the adoption in the second reading and in general of the draft Law of Ukraine on Amendments to some laws of Ukraine regarding the improvement of legal regulation of issues related to the implementation of measures of the legal regime of martial law (reg. No. 8312 dated 27.12.2022)".

Instead, assemble a working group made up of representatives of the Verkhovna Rada, the Cabinet of Ministers, and the General Staff of the Armed Forces of Ukraine, and by the end of May, jointly develop a draft law that will regulate the issue of the remuneration of defenders.

We share this approach and believe that military issues cannot be resolved without the participation of the military themselves. Therefore, we will propose to postpone consideration of Resolution No. 8312-P and immediately create a working group of representatives of the Verkhovna Rada, the government and the power bloc to work out a final decision regarding the socially sensitive issue of the remuneration of our defenders.

PS The letter was signed by Minister of Defense Oleksiy Reznikov, Minister of Internal Affairs Ihor Klymenko, Commander-in-Chief of the Armed Forces Valery Zaluzhnyi, Chief of the General Staff of the Ukrainian Armed Forces Serhiy Shaptala, Head of the State Border Service Serhiy Deineko, Commander of the National Guard Yuriy Lebid, Head of the SBU Vasyl Malyuk.
