Odesa City Hospital No. 5 is trying to prove through the court that it legally purchased specialized medical transport services. The corresponding meeting will be held in the Fifth Appeal Administrative Court of Odesa on January 27.
The case has been going on since February last year. Then the hospital management announced a tender for the provision of services for the transportation of passengers by sanitary transport. The doctors believed that these cars were available only in the KP "Avtobaza sanitary transporta", and then concluded a contract for the sum of more than UAH 233 thousand without holding an auction.
Monitoring of the procedure was carried out by the employees of the Southern Office of the State Audit Service, who decided that the tender was held in violation, since similar services could also be provided by other institutions in Odessa. And therefore it was necessary to hold an auction. The auditors proved their rightness in Odesa District Administrative Court. However, the hospital submitted appeal.
Perhaps the auditors had suspicions that this tender was "contractual" - it is unlikely that the hospital management did not know that there are other companies that can provide exactly the same services.
Director KP "Avtobaza sanitary transport" is Oleg Sovyk. His company earned more than UAH 436 million in tenders, and the main customer is the Health Department of the Odessa City Council. He came from the "Trust in business" faction (he was a deputy from 2010 to 2015) and, if he believes media information, it is his old connections that allow him to win tenders in which "his people" participate.
