Odessa CHP was given to Naftogaz, not to the city

The city authorities of Odessa tried to convince the Cabinet of Ministers that this decision was unjustified.

At its meeting on August 4, the Cabinet of Ministers adopted an order transferring six state-owned thermal power plants from the management of the State Property Fund to Naftogaz Ukrainy JSC.

Thus, the government transfers to the authorized capital of JSC Naftogaz Ukrainy a single property complex of Odesa TPP JSC, as well as Severodonetsk Thermal Power Plant JSC, Dniprovskaya TPP JSC, Nikolaev TPP CJSC, Kryvorozhskaya TPP JSC and Khersonskaya JSC CHP".

In addition, these CHP plants were excluded from the list of objects of large privatization.

During the meeting, Prime Minister Denys Shmyhal also addressed the local authorities on the territory of which these CHP plants are located:

"If you have confidence and proven resources that you can better manage these enterprises, then you have the opportunity to apply to the Cabinet of Ministers. We are ready to consider the transfer of the relevant objects to your management."

In the explanatory note to the ruling, the decision is explained by the debts of the enterprises to the NAK, which reach UAH 5,7 billion. The government says that thanks to the transfer of Nafogaz shares, the CHP will be able to carry out repair work and provide itself with the necessary gas resource for the heating season.

In turn, the authorities of Odessa, who are trying to get the shopping center into the ownership of the city, consider this decision "thoughtless and simply dangerous." According to Odessa officials, it contradicts the previously declared policy of demonopolization of the utility market and leads to the creation of a vertical monopoly in the field of heat supply.

For the first time, the transfer of CHP to the ownership of Naftogaz was discussed an hour ago, and all this year the city authorities of Odessa tried to convince the Cabinet of Ministers of the unjustification of this step, even making relevant decisions at the session of the city council.
