Since October 1, the whole country said goodbye to paid sick leave. Now they can be issued only in electronic format. All data will be entered by the family doctor in the electronic health care system.
To open an E-hospital, the patient needs to come to an appointment with his family doctor and after the examination, if necessary, the hospital will be opened.
As soon as the patient's data is entered into the electronic database of the system, the employer can enter the electronic account of the pension fund and see when the sick leave was opened and when it is planned to close it.
Previously, sick leave could be opened for 3 days first, and then, if necessary, it would be extended. Now, if the family doctor believes that there is a need to treat the patient for a week or a month, as it can be, for example, in the case of a broken bone, then the sick leave is opened immediately for the specified period. Their design is free.
"Digitalization helps reduce the burden on doctors and makes it easier for patients to receive insurance payments. After all, hospital services are one of the most popular services in Ukraine. They have been asking to reform them for almost 10 years. Thanks to joint work, this became possible - in just 4 months, electronic medical records began to be issued in almost every hospital in Ukraine," said Digital Minister Mikhail Fedorov.
According to the chairman of the Committee of the Verkhovna Rada on the health of the nation, Mykhailo Radutsky, the Social Insurance Fund of Ukraine has allocated almost 8 billion hryvnias for the payment of sick leave for 2021 months of 10. Employees of the Fund are physically unable to check more than 10% of sick patients. Therefore, the "industry" of selling fictitious sick leave in Ukraine is quite extensive.
"The introduction of electronic sick leave will make it possible to fight corruption more effectively. The electronic system makes it possible to check how many and to whom this or that doctor issued sick leaves. After all, every document must be approved by the medical worker's own electronic signature," noted Mikhail Radutsky.
Nevertheless, E-hospital saves time, both of the doctor and the patient. At least, for one visit to the doctor, because it closes automatically. True, E-hospitals are convenient only if the system works flawlessly, and does not hang, as is often the case.
Such an innovation can upset only corrupt doctors and unscrupulous patients who want to issue sick leave retroactively. Now, because of the unified health care system, it is impossible to do this anymore.
