UAH 8000 for the lockdown: who can and how to receive presidential payments before the New Year

Business owners and employees affected by the introduction of quarantine can apply for one-time financial assistance

Since December 14, the promised service of the year has started working — non-profit organizations and employees affected by the introduction of quarantine can submit applications for one-time financial assistance in the amount of UAH 8. Earlier, these payments were announced by the President of Ukraine Volodymyr Zelensky.

ElitExpert found out who exactly the help is intended for, how to get it, and what difficulties Ukrainians face.

Who can get paid?

FLPs or employees of legal entities can receive payments if:

  • the main classification of types of economic activity (KVED) refers to the topics on which quarantine measures are taken;
  • the organization in which you work has calculated EWS for the third quarter of 2020;
  • the average salary of an employee does not exceed 30 thousand UAH per month for the third quarter;
  • the hired employee does not work part-time in the organization.

FOPs if:

  • as of 31.10.2020/XNUMX/XNUMX, the main KVED refers to the topics for which quarantine measures have been taken;
  • engaged in activities for more than 3 months;
  • paid the ESR for at least three months in 2020;
  • if you are not an employee at the same time.

How do I get paid?

In particular, payments can be made through the state services portal "Diya". However, this will require a qualified electronic signature (QES) for authorization — a tool with which you can sign and exchange electronic documents. If you do not have a KEP, there are several options for obtaining it: to one of the qualified providers of electronic trust services, in the personal account of "Privat24" or in a bank branch, at the Ministry of Internal Affairs and the Internal Revenue Service.

Having received an electronic signature and registered in the portal, in the "Services" section, select "One-time material assistance to FOP and hired workers". "Diya" will automatically check your data in the Register of insured persons of the Pension Fund of Ukraine for compliance with the conditions for receiving assistance. After that, you need to confirm your current place of work.

Then, enter your hryvnia account number in IBAN format. You can receive money only on a personal account. Find out the IBAN of your bank account. After that, check and send the completed application.

In addition, payments can be made through your bank, following the same procedure as in the Diya portal.

When to wait for money?

Payments will begin on December 21. Those persons who do not have time to submit an application for receiving money by the established deadlines in 2020 will receive it in 2021.

"I want to urge everyone to apply for programs as quickly as possible. 8 thousand hryvnias each, submission of documents until December 31, there is time. You need to register, payments will start on the 21st. Those who apply before the 21st will receive funds by the end of the year. Who will turn after the 21st - already in the new year," said Minister of Economic Development, Trade and Agriculture of Ukraine Igor Petrashko.

What's wrong with payments?

However, not everyone was happy with the presidential payments. Entrepreneurs emphasize the fact that UAH 8 will not cover even half of the expenses. For example, what is it like for restaurants that pay several tens of thousands of hryvnias per month for rent, and also have to pay taxes and salaries to employees? After all, during the January lockdown, the rent will not be canceled or tax holidays will be introduced.

In addition, there are questions about the very mechanism of receiving payments. The head of the Confederation of Employers, Aleksey Myroshnychenko, previously noted that those wishing to receive money will face bureaucratic red tape.

— The program is designed only for legally employed people, it does not apply to part-time workers and working pensioners. Plus, it is necessary to provide a certificate on the absence of debt for 6 months, sign an agreement with the Employment Service, which travels to the place with inspections, - noted Myroshnychenko.

In social networks, you can see many messages from Ukrainians that they were refused to receive this money.
