What is offered?
The conscription age for mobilization is 25 years (instead of 27 years now)
What is the deferment and the right to dismissal:
— Persons with disabilities of groups 1-2 (for now, group 2 has been left).
— Those who have three or more children.
— If two servicemen have a child, then 1 has a deferment and the right to release (male or female). That is, if a woman decides to go to military service, then a man can get a deferment in this way.
— If the family has a minor with a disability.
— If an adult child with a disability / wife or husband / parents of the wife or husband of groups 1-2 (in this case, the person with a disability chooses whom to postpone)
— Guardians of a person with a disability of 1-2 groups, who has been recognized as incapacitated by the court.
— Pregnant women and women on maternity leave.
— Only acting People's Deputies (all former deputies were removed), election as a deputy is grounds for dismissal.
— Women and men whose close relatives (husband, wife, son, daughter, father, mother, or biological (consanguineous, non-consanguineous) brother or sister) died or went missing during the anti-terrorist operation or repelling armed aggression against Ukraine.
Postponement, but not grounds for dismissal:
— Acquirers of consecutive higher education who are < = 30 years old.
— All scientists with the title of scientist.
— All full-time teachers.
Not subject to mobilization within 6 months after release:
— strokoviki
Not subject to mobilization within 2 years after release:
— who was mobilized and released (except conscripts)
Subject to mobilization only at will:
— persons released from captivity
— women
Grounds for dismissal:
— who were in captivity (involuntarily)
— generals by decision of the military leadership
— who served during martial law for 36 months
— who signed a short-term contract during mobilization (persons aged 18-24, except for officers)
We are removing the right to postponement of military registration:
— civil servants,
- law enforcement officers,
— prosecutors,
— Internal combustion engine.
Term service:
— we remove the fixed-term service
— we release conscripts
— all released conscripts transfer to the mobilization resource in accordance with general rules (from the age of 25)
Preparation for the defense of the Motherland (schools):
— basic military training for up to 3 months is introduced for all citizens aged 18 to 25 at all educational institutions.
— optional basic military service is introduced up to the age of 25 for those who have not completed basic military training.
Mobilization process:
— Local state bodies, administrations are obliged, and do not contribute to mobilization, as before.
— Mobilization of vehicles — extension to all, except individuals. Specification.
Martial law:
— Limitation of the rights of evaders.
— Strengthening the participation of the national police.
Military registration:
— All citizens of Ukraine aged 18-60. Accounting is not mobilization! Everyone is accounted for, including those who have a deferral and those who can be mobilized only at will.
— Military registration document - a defender's certificate (where it will be indicated whether he is conscripted, has a deferment, armor, etc.).
— Military accounting abroad — determined by the CMU.
New duties of citizens:
— Provide data on the place of residence (stay) to the employer.
— Pass a medical examination during mobilization.
— Appear on your own at the TsNAP / TCC of the JV to clarify the data (They cannot mobilize at the TsNAP! Only to clarify the data).
— Always carry a military registration document (VOD) with you during martial law (electronic analogue – a defender's certificate).
Public Service:
— Acceptance into civil service and law enforcement bodies only if one has undergone basic military training or basic military service.
Reservation:
— KMU - view of reserved ones.
— new criteria for reservations in government bodies (from 25 to 50 percent)
Recruiting:
— Recruiting in TsNAP, employment centers and recruiting centers (only voluntarily).
— Direct conscription into military units through recruiting.
Military Service:
— Mobilized during training — recruit (cannot be used except for training; capabilities, physical capacity, actual fitness are determined; less financial support). The possibility of sending an unprepared citizen to the front is completely removed. If the recruit does not pass the training stage, he can be dismissed without additional costs for the state.
— Basic military service - recruit.
— We are removing the "limited suitability" category. Only suitable and unsuitable remain. Some will become unsuitable, some will be suitable. Repeated passing of VLK.
— The possibility of completing military service upon conscription during mobilization at the request of a person sentenced to serve a probationary sentence.
Social Protection:
— Leave of 30 days without division into parts once a year (given three times during 36 months of mobilization)
— Leave of 90 days (undivided) after capture to those who continue to serve.
— The list of family circumstances for dismissal is determined by the Law (now both the Law and the Cabinet of Ministers - there are disagreements).
Options for serving a summons:
— in the TCC of the JV by representatives of the TCC of the JV.
— by the place of residence by representatives of the TCC SP, police officers.
— at the place of work by representatives of the TCC JV, the employer, police officers.
— in public places by representatives of the TCC SP, police officers.
In the final provisions, we define the duty of the military command:
— carry out a mandatory rotation on the contact line - no more than 6 months with a specified period for unit recovery (being developed);
— the procedure for the release of conscripts.
Additionally:
— Logistic support of the troops during martial law with the involvement of civilian organizations.
Under development:
— Military consulting companies.
— Disobedience and service in separate units for refusing to perform a combat mission, etc.
