The Odessa City Hall has problems with auditors and the prosecutor's office due to the fact that more than 50 million hryvnias were spent on dubious elevator repair tenders from the city's budget over the past year and a half through the controlled company Express Lift LLC.
Exactly since Dmitry Zheman became the vice-mayor of Odessa, in Belyaevka, a small regional center of the Odessa region, the company Express Lift LLC was created, designed in the name of Olga Volova, a hairdresser from Belyaevka. And it was this company that suddenly began to win elevator tenders of the Department of Urban Economy, which is formally headed by Natalya Moctovckyx, but in reality by Zheman, who supervises this area. As a result, Express Lift took more than 2020 million hryvnias out of the city budget in 50 alone.
The purchases are identical down to the smallest details, including the same contractor — Express Lift LLC. At the same time, in all cases, purchases take place without bidding, so that the office is almost guaranteed to receive tens of millions of hryvnias.
In 2021, "Express Lift" also did not go anywhere and continues to remove the budget cream - in March, the company received 600 hryvnias for the repair of elevators from Cheremushki housing and communal services, and now it is preparing to receive three more contracts in the amount of 2 million hryvnias for the modernization of elevators in houses No. 27, No. 21 and No. 19 on Marshala Babadzhanyan Street from the Department of City Economy.
But after a raid by the auditors and the prosecutor's office, the mayor's office got busy, and the mayor's office was forced to urgently close the elevator schemes. The Department of Urban Economy has recently had to cancel about 50 elevator tenders in the amount of approximately 35 million hryvnias. Auctions are canceled for various reasons: sometimes they simply reject the offers of all contestants, sometimes they write that violations were found.
However, you can be sure that when the pressure from the controlling authorities weakens, Express Lift will miraculously start winning these tenders again.
