In Odessa, consumer debts for water broke new records. As of May 20, the total debt exceeded UAH 255 million. This was reported in the press service of "Infoksvodokanal".
At the same time, taking into account quarantine measures, water consumption increases, as well as the costs of the water utility. About 360 thousand kilowatts of electricity, 3 tons of hypochlorite, 1,2 tons of coagulant, and 3,5 thousand liters of fuel and lubricants are used daily for preparation and serving.
Low payment discipline and astronomical debts of subscribers have a negative impact on the reliability of the water supply of the entire city, since the water supply company must pay for reagents, materials, and electricity in a timely manner and in advance. Technical services must promptly eliminate emergency situations, as well as continue work on the modernization of the enterprise and networks.
Due to the negative situation, the legal department of Vodokanal intensified its work on the compulsory collection of debts in court. Consideration of this type of case takes place within the framework of simplified court proceedings - without summoning the debtors to court, and the order for debt collection is issued by the court within just a few days.
The latest legislative changes significantly simplify this work. Now it is not difficult for private and state executors to get a quick answer from all banks of Ukraine regarding the debtor's availability of open accounts and funds on them. Moreover, immediately after receiving such information, the accounts are automatically seized and debts are collected from them in accordance with court orders.
The lawyers of "Infoksvodokanal" say that more than 15 materials have been submitted to the courts in recent times alone. According to the new procedure, arrests have already been made for more than 1,5 thousand people. payment cards of Odessa residents. And in particularly malicious cases, movable and immovable property is seized.
Vodokanal employees recommend that consumers do not take the matter to court, because if there is a debt for water, it may not be possible to pay with a card at the store's cash desk.
