At the session of the Kharkiv City Council of the VII convocation, which will be held on December 2, changes will be made to the regulations. This is due to the absence of Gennady Kernes, elected mayor, to hold the first session of the city council of the VIII convocation.
MP Igor Chernyak informed the agency about this Interfax-Ukraine.
"The purpose of the amendments proposed by the faction of the "Trust the Affairs" opposition bloc (Mayor Kernes' faction) is to make it possible to hold a session of the new convocation. At the same time, some of the changes look dubious from the point of view of the current legislation, and some of them are written rather clumsily, with rough edges," noted Chernyak. Thus, in his opinion, the introduction of the post of chairman, who is elected from among deputies, is among the dubious changes from the point of view of the legislation , if at the time of the first session of the city council, the mayor is elected, but does not participate in it for valid reasons. It is assumed that the presiding officer will lead the session until the city council secretary is elected.
"This presiding officer is not provided for by legislation and it is not entirely clear why this is being done. At the same time, the issue of taking the oath of the city mayor is handled very carefully... From my point of view, these changes are an attempt to give the appearance of legitimacy to the processes in the new city council in the absence of the mayor," said Chernyak.
He predicted that the proposed amendments to the regulations would be accepted.
"Of course, they will be accepted, because this is the old city council with the mayor's monomajority," said the deputy.
