"Servant" secretary, vice-mayor OPZZhnik and unlucky Shariah: how was the session of the Odessa City Council

Today, December 2, the second session of the Odessa City Council of the VIII convocation took place. The meeting was devoted to personnel appointments: in particular, the deputies had to choose a secretary and form permanent commissions.

The meeting itself began with a delay, after which the new governor of the Odesa region spoke from the podium, who announced the formation of a vertical from local authorities to the government. He noted, in particular, that with the appearance of the new — Odessa — district and the corresponding council in Ukraine, in fact, one region became more, as the population of the district reached no less than 1 million 375 thousand people. At the same time, 15 Ukrainian regions have fewer inhabitants. Therefore, according to Hrynevetskyi, various ambitious projects of Odessa self-government should be implemented in accordance with state programs.

In turn, the mayor of the city, Gennady Trukhanov, said that the local authorities are simply obliged to use the opportunity that has appeared in the city for the first time in decades to "clearly combine efforts" with the leadership of the region. So, according to the mayor, the old-new governor of Hrynevetskyi knows almost everything about the needs of the region.

— He knows every settlement... Of course, he knows the problems of Odessa. And that's why we have the opportunity, by joining forces, to implement those infrastructure projects that we have not been able to implement for 29 years," Trukhanov noted, adding that there are already examples of such successful cooperation between authorities in Ukraine, and such experience should be used.

The tone of the next meeting was set by Ilya Freiman, a deputy from the Sharia Party, who called for all items to be excluded from the agenda. According to him, yesterday's meeting of the conciliation council was held without the mayor, draft decisions were not shown to the deputies. And at the same time, during the night, changes were found between the topics and their variants, which were presented in advance, and the topics that entered the session hall. In particular, the quota on the proportional representation of parties in commissions was excluded from the regulations. Naturally, his proposal was not accepted, but it became clear who will oppose Mayor Gennady Trukhanov in the near future.

By the way, about the "Sharia Party". Journalists tried to capture the ego of the representative Alexei Nagatkin, who, according to the ideological leader of the party, Anatoly Shary, betrayed political power by switching to Trukhanov's side - for certain bonuses. And therefore Shary wants to take the mandate from the disgraced deputy. Nagatkin himself told the mass media that he intends to continue working in the city council, and the accused in his address said that these were "absolute rumors." 

The question of the formation of permanent commissions has given rise to many disputes. Thus, the OPZZH were outraged that seats in key commissions were left without representatives of their faction. For example, the heads of three factions appeared in the budget commission: Oleg Bryndak ("Trust the business"), Vadim Morokhovsky ("Servant of the people") and Aleksey Potapsky ("European solidarity").

— By some interesting coincidence, in all the commissions that we a priori consider very serious for the city - the budget, the construction and land commissions - the majority is only in the two ruling factions. Therefore, this raises a question for us: not because we want to be in these commissions, but why they were formed precisely according to this principle, - noted deputy from the OPZZ faction Vitaliy Sautenkov.

In addition, at the session, a secret ballot was held for the secretary of the city council, as a result of which the position was taken by the rector of ONU and representative of "Servant of the People" Igor Koval.

However, it would be untrue to say that OPZZH got nothing at all: their representative Mikhail Kuchuk became the first vice-mayor. Even the main ideological opponents from "European Solidarity" voted for him.   

Summarizing the results of the session, it is worth noting that the mayor managed to gather a quorum, established a dialogue between the factions "Trust business", EU and "Servant of the people". Voting according to the regulations showed the deputies of the mayor and members of the executive committee that the city council already has a stable majority, and, contrary to negative forecasts, the mayor has someone to rely on when making important decisions.

In turn, OPZZH and the Sharia Party are trying to join the deaf opposition, despite the fact that the representative of the former became the first deputy, even though he had to surrender his powers as a deputy for this.
