Today, February 11, the European Parliament (EP) voted for a resolution in which it welcomed the progress of Ukraine in the implementation of the Association Agreement with the EU, but expressed concern about the unsuccessful efforts to fight corruption and the influence of oligarchs.

"In the report on the assessment of the state of implementation of the Agreement on the association of the EU with Ukraine, the parliament welcomes Ukraine's achievements in fulfilling its obligations under the present Agreement, in particular, in the fields of agriculture, energy, the banking sector, decentralization reforms, the digital economy, the environment and electoral procedures" , says the statement.

In turn, there was enough space for negativity in the resolution. In particular, Ukraine was criticized for:

  • Local elections: local party organizations, candidates and members of election commissions could not properly prepare for the registration of candidates, since the Electoral Code was adopted immediately before the election process;
  • The work of the Verkhovna Rada: the pace of legislative activity, especially in the second half of 2019, was particularly continuous, sometimes to the detriment of parliamentary control, transparency and quality of legislation;
  • Reforms: it is necessary to complete the reforms started in the sphere of the rule of law and proper administration and the fight against corruption;
  • Internal institutional instability, lack of clear guidelines, weak potential, limited resources;
  • Absence of political determination to accept and ensure full independence of judicial and economic institutions and the prevention of selective use of justice;
  • Lack of progress in criminal proceedings for serious violations of human rights committed by servicemen of the Ukrainian Armed Forces, as well as delays and insufficient progress in the investigation of crimes related to the Maidan;
  • Deterioration of the observance of human rights in the Donbass and Crimea;
  • Absence of freedom of the press: it is necessary to "weaken the tight grip of the oligarchs over the mass media, encourage editorial independence and fight impunity for crimes of violence against journalists";
  • Gender equality, attitude to LGBTQI and Roma: "Ukraine has ratified the main international instruments, but still does not implement them";
  • Political climate: "intimidation, language of hostility and political pressure are widely used for political purposes";
  • Extremist and hate-mongering sites: the site "Peacemaker" must be banned.
