The President of Ukraine, Volodymyr Zelensky, submitted to the Verkhovna Rada as an urgent draft of the law "On prevention of threats to national security associated with excessive influence of persons with significant economic or political weight in public life (oligarchs)". This was reported in the Office of the President.
This document contains a definition of the so-called oligarchs - persons who have significant influence in the economic and political life of the country, and also control the main segments of the media space.
The draft law does not violate the basic rights of people who fall under the definition of an oligarch, but only defines the circle of these persons and establishes the rules of their transparent relationship with representatives of the authorities.
It, in particular, will regulate meetings and other relationships of representatives of the authorities with persons who own significant assets.
The document has a limited validity period of 10 years. It should be the first step towards liquidation of the oligarchic system in Ukraine. On its basis, antitrust laws, the law on lobbying and other normative legal acts will be developed, which will reshape economic and public relations in the country.
Having initiated this draft law, Zelensky demonstrates the political will for radical changes in the socio-political structure of Ukraine.
As the experience of other successful states shows, eliminating the monopoly position of a number of selected persons will give impetus to the development of the middle class and accelerate the development of the economy.
