On December 30, 2021, the current head of the FSU "Odessa District of State Hydrography" returned to work from a long forced leave (more than 4 months), after which it became clear that significant changes had taken place in the branch during his absence.
In particular, appointed by the former head of GU "Goshydrografiya" S. Sanin acting Chief K. Myronov actually completely destroyed professional staff in key management positions in the main production units.
The cadres appointed by Sanin and Mironov did not have the appropriate naval training and were only functionaries of the created corruption scheme. For example, M. Aldoshin, who was appointed in December 2020 to the position of deputy head of the FSU "Odessa District of State Hydrography", with the full support of Sanin and his first deputy Bogatyrev, actually destroyed the transport group, the watercraft operation group, the hydrographic works department, and the crew of the hydrographic boat "O. Solodunov" ” and deployed his men with one goal — to create conditions for a criminal scheme to steal fuel. The commission of State Hydrographic State Administration, working on the mourning of the captain and chief assistant captain of the boat "Solodunov", confirmed this fact.
This scheme also involved accomplices of M. Aldoshyn, and those currently working in the branch: M. Volev, D. Vrublevsky, Yu. Tofan, as well as the head of the GEP, D. Sotnyk, who resigned immediately after the work of the commission. As a result of the commission's conclusions, the head of the State Hydrographic State Hydrographic Institute, Sanin, was forced to first remove Aldoshyn from his duties, and then, on September 10, 2021, "conditionally" fire him, and in fact on the same date appoint him as an advisor to the head of the State Hydrographic State Hydrographic State Institute, Nikolaevsky district.
This scheme of appointment to "bread" positions based on the principle of nepotism and necessary acquaintances was worked out flawlessly by Sanin. Thus, from June to September 2021, a friend of the Sanin family, Novak, who has neither education nor experience, and who also has not worked a single day, was appointed to the position of advisor at the FSU "Odessa District of State Hydrography" from June to September 110. At the same time, he managed to receive about XNUMX thousand. UAH salary and quit when it smelled fried.
On August 25, 2021, Sanin forced the head of the branch to go on vacation, after which he urgently appointed a friend of the Myronov family to the newly created position of head of the legal group and acting head of the branch. Personnel arbitrariness did not end there. Professionals were fired: the head of the GEP, the captain of long-distance sailing with many years of experience, V. Sobolev; HEP engineer, captain 1st rank, experienced navigator V. Usov; I. Snovidov, head of the VGR, has a professional education and has completed numerous courses in his specialty. The head of the transport group A. Herchenko, the mechanic of the transport group V. Bylozyr were transferred to other positions...
At the same time, acquaintances and friends of Myronov were hired: his former personal driver I. Blakytny, chief accountant T. Tsybulskaya (who does not even know how to work with the basic accounting program "1 C-accounting"), a deputy who does not have a specialized education head of the branch, I. Genov, who had previously been dismissed from the State Enterprise "MTP Yuzhny" for professional unfitness.
Under the pressure of Sanin and Myronov, the deputy head of the MTZ branch, V. Kuznetsov, and the head of the beacon service department, V. Shcherbakov, were forced to resign: both are veterans of the Armed Forces of Ukraine, captains of the 1st rank of the reserve, specialists in their field, who have worked for 20 years at the State Hydrographic State Enterprise. As a result, the safety of navigation in the northwestern part of the Black Sea (from Zmeiny Island to Cape Adjiyask) was threatened, which could lead to tragedies.
The purpose of these personnel changes was to get rid of professional personnel who were aware of the destructive consequences of the actions of the management of State Hydrography, who openly criticized him and interfered with the machinations of the sale of the land of the Odessa lighthouse town, which Sanin and Mironov initiated.
Mironov himself was always engaged in personal affairs. He held a meeting with his deputies and the chief accountant from morning until noon, and after lunch he left and never returned to work. In addition, during his leadership of the branch, labor discipline was destroyed. Checks on the presence of employees at the workplace were not carried out at all, employees could leave their workplaces at their own discretion and attend to personal matters. At the same time, during the 4 months of Myronov's leadership, the employees of the branch worked for almost a "pure" official salary, the bonuses were paid minimally, while his supporters received bonuses regularly and in a sufficient amount.
A case in point was when, following a complaint about the theft of fuel by Volyev, the head of the VGR, on Myronov's instructions, the cameras of the branch's video surveillance system were turned off.
Also, at the end of November, during the work of the commission of the State Service of Sea and River Transport to check the readiness of the branch for the autumn-winter period, Volyev and V. Sarancha asked not to let the commission into the garage where the fuel was stored. By the way, V. Sarancha was an entrepreneur selling metal products before being appointed to the position of deputy head of the branch, and his education is also related to metal processing. This man had nothing to do with the maritime industry, and the purpose of his appointment became clear when he personally received a power of attorney from Sanin to conclude a contract for the correction of the working project of the construction of coastal fortifications with a breakwater at the repair and restoration base. The cost of the concluded contract is UAH 3, while the project itself in 125 cost UAH 000,00.
At present, the team of the State Hydrographic State University "Odessa District State Hydrography" thanks the management of the State Service of Marine and River Transport of Ukraine for the return of the current head of the branch and professional staff.
At the same time, the team asks to carry out a thorough check of compliance with the positions of employees appointed by Myronov with gross violations of qualification requirements and who do not have the appropriate education and work experience, and will dismiss them after certification.
