The Council adopted a compromise bill on "europlates". But the car owner is still unhappy

The procedure is simple and clear.

The day before, the Verkhovna Rada supported on the basis of draft law 4643-d — the so-called law on "Europlates" — which proposes a mechanism for affordable customs clearance of imported cars with European registration within 180 days. However, despite strong concessions on the part of the authorities, the "euroblachers" themselves did not like this law. "ElitExpert" figured out why this happened

The draft law adopted by the parliament as a basis provides for a preferential customs clearance rate for cars that entered the territory of Ukraine before the end of 2020, at a level of no more than 1 euros. Therefore, among the owners of such cars, it was called the "Thousand Euro Law".

It is noted that preferential customs clearance is granted for 180 days from the moment of entry into force of the law.

"The procedure is simple and clear, and the customs clearance formula does not depend on the cost of the car, its age, volume and engine type are read. The base rate will range from zero to 150 euros. And for two-thirds of cases, the cost of customs clearance does not exceed one thousand euros," said Minister of Infrastructure Vladyslav Krykly.

All vehicles with European registration, manufactured after 1995, complying with environmental standards no lower than Euro-2 will be subject to the laws. One car of the same category per person can be cleared through customs (for example, one car, one truck, one trailer).

According to the estimates of the Cabinet of Ministers, more than 500 car owners with "Euronumbers" will be able to use this car customs clearance mechanism.

However, in "AvtoEvroSyle" - the most massive community of "Euroblachers" from all over Ukraine, who rallied in front of the Verkhovna Rada on the day of the vote, is not too happy with the bill, although they admit that the government made concessions.

In this bill, they do not like the fact that customs clearance will cost almost the same for both luxury and cheap cars. That is, a person will pay up to a thousand euros for a Lexus for 15 thousand euros and for an ancient Opel for 300 euros.

Also, in their opinion, the problem will not be completely solved anyway, since there are simply no documents left for tens or even hundreds of thousands of cars and it is impossible to restore them. The cars were registered for European companies, which have closed down a long time ago, and now it will not be possible to clear them through customs. For their owners, there will be only one way - to disassembly. In addition, "euroblachers" are not in the mood to pay even a thousand euros, but want the state to simply "forgive" them and legalize their cars automatically and for free. This, of course, cannot be allowed in power.

In turn, President Volodymyr Zelenskyi said that he supports the approval of the draft law in the first reading by the Rada.

"This bill is a reasonable compromise, which, on the one hand, will help protect the owners of already imported inexpensive cars, and on the other hand, will protect our environment from harmful emissions, but most importantly, it will finally allow for the state registration of these cars and ensure the necessary safety of all road users Zelensky noted.
