In Russia, men will now be sent electronic summonses and banned from traveling abroad. And if you "ignore" the electronic summons, you can be punished.

On Tuesday, the State Duma adopted in the final third reading the law on the unified register of conscripts in Russia.

Deputies unanimously adopted the draft law with all amendments to the Federal Law "On Military Obligation and Military Service". Next, it must be approved by the Federation Council, then it will go to President Vladimir Putin for signature.

The Ministry of Internal Affairs, the National People's Congress, the Central Committee of the Russian Federation, federal courts, the Pension and Social Insurance Fund of the Russian Federation, medical organizations, educational and scientific organizations, the Ministries of Education, state authorities of the subjects of the Russian Federation must provide in electronic form information about citizens necessary for keeping military records.

"If you didn't go to the personal office of the State Service, that's your problem," State Duma deputy Andrii Lugovoi explained how the system with electronic summonses for conscripts will work.

According to him, the bill will help people "feel more at ease" and will create a register of military registration.

At the same time, if you are in the middle of nowhere and you do not have access to "Government Services", it is not a problem, because sooner or later you will return to the Network. However, if you decide to "ignore" the received summons for a long time, you can face a lot of restrictions, such as a ban on leaving the country or being denied the opportunity to take out a loan.

The main thing:

  • The law provides for the possibility of duplicating traditional summons in electronic form.
  • Orders can be sent to citizens in writing with a receipt, by registered mail with delivery notice, as well as in electronic form.
  • Citizens who have received a summons are prohibited from leaving the country until their visit to the military commissariat.
  • Restrictions on the right to drive a car for the evader, if he did not appear on the agenda within 20 days of receiving it.
  • Enrollment in the reserve can be carried out without a personal appearance at the military commissariat on the basis of information about citizens.
  • The FNP, the Ministry of Internal Affairs, the CEC, the Ministry of Education, courts, medical organizations, and social funds will be obliged to merge the data of men for military registration.
