US, Ukraine seek new strategy after counteroffensive fails, NYT

The US and Ukrainian militaries are looking for a new strategy that they can move to early next year. This comes after an unsuccessful counteroffensive in the summer of 2023 and during a period of difficulty in Washington with the allocation of a new aid package, the newspaper writes The New York Times with reference to American and Ukrainian officials.

Volodymyr Zelensky arrived in Washington at a critical moment "both on the battlefield and on Capitol Hill," the publication writes. The search for a new approach is prompted by the failure of Ukraine's months-long counteroffensive, as well as weeks of tense discussions between top American officials and their Ukrainian counterparts.

US officials say that without a change in strategy, 2024 could be like 1916. In this deadly year of World War I, thousands of soldiers died and the battle lines changed very little.

The United States is stepping up its military consultations with Ukraine. In particular, a general has been sent to Kyiv, who will spend considerable time in the field. The military says it hopes to work out the details of the new strategy next month during a series of military games scheduled to be held in Wiesbaden, Germany.

In Washington, they follow a conservative strategy: the Armed Forces must dig in, hold territory, build up forces and reserves throughout the year. The Ukrainians, on the other hand, want to go on the attack either on the ground or with the help of long-range strikes, "in the hope of attracting the attention of the whole world."

According to American officials, many Ukrainian leaders do not realize how unstable the continued financing of the war by the United States is. According to them, these Ukrainian generals and senior civilian officials have unrealistic expectations of American supplies. In particular, they are asking for millions of artillery shells from Western stockpiles, which do not exist.

U.S. officials say Ukraine will have to fight with a tighter budget and build up its own weapons capabilities through 2024.
