The head of the Ministry of Defense of Ukraine Oleksiy Reznikov thanked the USA for deciding to transfer cluster munitions to Ukraine. According to him, this type of weaponry will help to de-occupy territories and save the lives of soldiers.
He wrote about this in his Twitter. He noted that Kyiv had been asking the West for cluster munitions for a long time. Reznikov emphasized that Ukraine intends to adhere to all signed and ratified international humanitarian conventions, protecting its territory (Article 51 of the UN Charter).
The Minister of Defense noted that Russia also uses cluster munitions, but does so indiscriminately. He recalled that in February-March 2022, Kharkiv was regularly shelled by Russian cluster munitions. Ukraine intends to strike exclusively at the positions of the occupiers.
"Our position is simple - we must liberate the temporarily occupied territories and save the lives of our people. For this, it is necessary to harm the enemy - war criminals, rapists and marauders who occupied our territories. The more losses we inflict on them, the more lives of Ukrainian people we will be able to save," Reznikov said.
He added that for Ukraine, the lives of soldiers defending the country are a priority, so our country will try to save them as much as possible, "using all available lethal weapons."
Reznikov also outlined 5 principles that Ukraine will follow when using cluster munitions:
- They will be used only for the de-occupation of the internationally recognized territories of Ukraine, not for strikes on the internationally recognized territory of Russia.
- The Armed Forces will not use cluster munitions in urban areas to avoid risks to the civilian population. They will be used only in areas where the Russian military is concentrated to break through the enemy's defense line.
- A strict record of the facts and places of use of these weapons will be kept.
- After deoccupation, these areas will be prioritized for demining to eliminate the danger from unexploded submunitions.
- Ukraine will inform partners about the use of cluster munitions, including their effectiveness.
