The government begins to pay out funds for destroyed housing

Who can receive funds

In Ukraine, since December 27, the payment of compensation to Ukrainians whose homes were destroyed as a result of the war will begin. Now anyone who has already received a housing certificate can reserve funds for the purchase of a house or apartment through the Diya application. About it on Facebook posted Deputy Prime Minister for Reconstruction Oleksandr Kubrakov.

Who can receive funds

Compensation will be paid in the form of housing certificates that can be used to purchase a new home.

Citizens of Ukraine who:

— are the owners of housing that was damaged or destroyed
— registered damage or destruction of housing in local self-government bodies
— received a technical report on the complete destruction of property.

In order to receive compensation, it is necessary to submit an application to the local self-government body at the location of the destroyed housing.

Procedure for obtaining funds

After receiving a housing certificate, its owner can reserve funds for the purchase of a new home through the "Action" application. For this you need:

— select the "Help" section
— click the "Reserve funds by certificate" button
— enter the certificate number and other necessary data.

What does "reserve funds" mean?

According to the minister, it is necessary for the system to know that a person plans to buy a home. Within 5 working days, you will receive a confirmation in the "Action" application that the funds have been reserved.

After that, within 30 days, it is necessary to draw up a purchase and sale agreement for a new home. If you do not make it in time, you will need to re-submit an application for booking funds in Diya.

"Before concluding an agreement on the purchase of housing under a certificate, you it is necessary to terminate the right of ownership of the real estate object that was destroyed. This can be done at a notary public who has the authority of the state registrar or at the TsNAP," — noted Kubrakov.

For this you need:

- statement,
— a document certifying the right of ownership,
— a technical report on the complete destruction of property issued by the commission of local self-government bodies.

How many people will receive compensation

The Government of Ukraine allocated 20 billion hryvnias for compensation for destroyed housing. More than 100 Ukrainians are expected to receive the money.

Kubrakov emphasized that any apartment or house on the primary or secondary markets can be purchased in any region of the country, regardless of where the destroyed property is located.

"If the value of the property you have chosen is higher than the value of the certificate, you can pay extra from your own funds. However, it is possible to combine several certificates to purchase one real estate object. If the value of the real estate is less than the face value of the certificate, you will be able to receive the difference already with the adoption of the procedure for recovery of reparations from the Russian Federation," — said the minister.

According to him, as of today, 1636 certificates worth over 3 billion hryvnias have been issued. Compensations will be made within the available amount of funds in the non-budget account of the Ministry of Infrastructure before its closure.

"At this stage, it is only possible to buy an apartment or a house with a certificate. But already in January-February, we expect the possibility of implementing a certificate for the purchase of building materials and ordering work - for those who want to build a new house on their own, on their own land." — said Kubrakov.

Also, according to the minister, an experimental project on surveying housing in temporarily occupied territories is ongoing. In the first quarter of 2024, the first results are expected, which will be possible to scale to other TOTs.
