Zelensky allowed to disconnect the population from communal services for debts

Corresponding amendments were made to the law.

Amendments to the legislation have entered into force, which lifted the ban limiting the provision of housing and communal services to citizens of Ukraine in case of debt.

Corresponding amendments were made to the law "On Amendments to Some Legislative Acts of Ukraine Regarding Simplification of Connecting to Electric Networks".

The law was signed by President Volodymyr Zelenskyi and entered into force.

Among other things, the document introduced amendments to the law "On Amendments to Some Legislative Acts of Ukraine, Aimed at Preventing the Occurrence and Spread of the Coronavirus Disease (COVID-19)".

In particular, it excludes the point that during the period of quarantine and within 30 days from the day of its cancellation, it is prohibited to terminate or suspend the provision of housing and communal services to citizens of Ukraine in case of non-payment or incomplete payment.

According to the changes, now the ban on disconnecting utility service consumers in case of debt will apply only for the period of validity of quarantine restrictions of the "red" level and for 30 days after their cancellation.

At the same time, during the period of quarantine, the accrual and recovery of fines (fines, penalties) for the late payment of housing and communal services, as well as the forced eviction of debtors for communal services from the housing they own during the forced execution of court decisions on collection, are still prohibited arrears for housing and communal services.
