State Agency for Reconstruction and Development of Infrastructure of Ukraine held a meeting with representatives of the construction business in Odesa.
Representatives of construction companies, design companies, professional associations, technical supervision experts and consulting engineers from Odesa, Kherson, Mykolaiv and Vinnytsia regions were invited to the meeting.
The head of the Agency, Mustafa-Masi Nayem, together with his deputies, familiarized the market participants with the recovery projects that the organization is working on and talked about how you can join these projects in view of the changes that the Agency team has implemented to participate in public procurement, so that they are transparent and clear.
"Our Agency is engaged in the restoration of war-damaged objects. It is very important for us that you are sure that if you participate in our tenders, there will be competition, but it will be fair. And it is important that you, even in spite of your apprehension, familiarize yourself with and physically come to our tenders. Therefore, we organized the meeting in exactly this format - offline. We want to introduce you to the rules by which we work. We will not require unnecessary documents and will not disqualify tenderers for imaginary reasons in order to start "our" company. It is important to us that you trust us and work with us." — noted Mustafa Nayem.
He and his deputies also talked about the number and specifics of the projects that are already underway and those that are just planned.
"In addition to residential buildings and social facilities, we are also engaged in the construction and arrangement of border crossing points, since 70% of exports that used to go through ports are now transported by road. That's why we are expanding customs points to increase their capacity." - added Mustafa Nayem.
The participants of the meeting had the opportunity to ask the speakers questions, one of which related to the shortage of specialists due to war and mobilization. One of the guests spoke about his experience in solving this problem - involving veterans in work. Thus, the issue of their employment in civilian life and the lack of personnel is solved.
There were also questions about specific projects already underway and their cost. But in the discussion, everyone kept his opinion.
In addition, entrepreneurs raised the issue of connection to communication networks (electricity, gas, water) of new housing and obstacles from suppliers. According to builders, the main problem is that these companies are monopolists in the markets of these services, and loopholes in the laws allow them to play an unequal game.
Separately, the meeting discussed the sphere of finance. Entrepreneurs were concerned about the timeliness of payment for work and the provision of advances, to which the agency representatives noted that it does not always depend on them, but they are ready to work out the proposals of entrepreneurs to improve the situation. In particular, one of the proposals, which was supported by the majority of builders, is the extension of contract terms in the event of a delay in payment by the state.
Another issue concerned the tender contracts themselves and the equality of the parties in terms of their obligations. However, Valeriya Ivanova, deputy head of the agency, noted that this is impossible in most cases: "We cannot write in the contract, for example, that if the Treasury does not pay you the money on time, we will pay you a fine, because this is not allowed by law."
