The labor market after a year of war

The center of business activity partially moved to Lviv

The center of business activity partially moved from Kyiv to Lviv. It is Lviv that currently has the largest number of new vacancies (12 against 700 in the capital) and the highest average salary, labor market experts note.

The second important trend is the changing list of the most in-demand and scarce specialists. At the same time, changes are taking place not only in comparison with pre-war times, but also with military ones. For example, drivers, the lack of which employers actively complained about recently, are already competing for jobs - transportation has decreased.

The demand for office staff fell, and it simply collapsed for fashion specialists. So, if previously marketers were among the top 20 most popular personnel, now they are in 38th place, experts note. The same happens with sales managers, lawyers, etc.

At the same time, the demand for power engineers and specialists related to work with electrical equipment and restoration work has skyrocketed, which is generally understandable: the constant attacks of the Russians on our energy system have significantly increased the workload of such masters. And now the inability of the education system to prepare the necessary number of specialists of the new generation is acutely felt.

However, in general, there is still very little work in Ukraine. The revival traditionally takes place in the first quarter of each year, but if before the war there were about 40 thousand new vacancies, now - about 12-13 thousand. Labor market experts call such sad figures.

Since work in the country is not getting better yet, it allows employers to dictate their terms to people.

At the same time, according to the data of the State Employment Service as of February 1 (more recent statistics are not yet available), 166 people had the status of unemployed in Ukraine. This is a record low figure. For example, in 2021 there were 295 officially registered unemployed.

However, labor market experts have been saying for a long time that official statistics do not reflect reality. Men are in no hurry to register at the labor exchange, even after losing their jobs, fearing that summonses will be issued to them. This trend is confirmed by the structure of the registered unemployed: 70% of them are women. In addition, the load on the labor exchange decreased due to the departure of millions of refugees from the country.

According to the December survey of the Rating group, 40% of Ukrainians said that they are working normally, another 17% are working remotely, 8% are at a new job, and 33% said they are not working at all. That is, the real level of unemployment remains a record.

According to the State Employment Service, 21% of the registered unemployed previously worked in trade, 17% in processing industry, 15% in agriculture, and 11% in public administration. There are also many new unemployed among cooks, junior nurses, kindergarten teachers' assistants, waiters, bartenders, and hairdressers.

According to competitions for one vacancy, the State Employment Service gives the following breakdown: the largest competition in agriculture – 31 applicants for one vacancy; in second place is technical staff - 14 people for one vacancy; on the third - trade and service workers (12 people per seat). Officials and managers (5 people per vacancy) and representatives of unskilled professions (11 people per place) also made it into the top 11. The average competition for one vacancy in the country is 8 people per place.

According to the State Employment Service, processing enterprises (21%), trade (14%), educational institutions (10%), and transporters (10%) provide the lion's share of new vacancies. The largest number of vacancies is traditionally for representatives of working professions. Now they are looking for seamstresses, electricians, fitters, plumbers, bakers, welders, etc.

In general, the emphasis is now on energy. Which is understandable, given the extent of its destruction and the need for repairs.
