Today, the Government of Ukraine is holding an on-site meeting in the Kherson region. The Cabinet of Ministers of Ukraine has allocated more than UAH 980 million for compensation for damaged and destroyed houses due to the Russian occupiers blowing up the Kakhovka hydroelectric power plant in the Kherson region, as well as UAH 560 million for the payment of one-time state aid to flood victims.

"The terrorist attack committed by the Russians at the Kakhovskaya HPP is one of the biggest crimes in the history of mankind. We have yet to fully understand the consequences of this disaster. The situation is complex and requires us to take many steps in different directions. Coordination, mobilization and cooperation of all resources is needed. That is why the government is holding an on-site meeting in Kherson region today," said the Prime Minister.

According to him, it is very important for the government to personally see the situation on the ground, especially now that the water has started to recede, to talk to communities and people. "This is the only way to understand the entire complex of problems and make really effective management decisions," the head of government said.

Shmyhal reported that currently 13 evacuation points are operating in the region, 12 of them in the regional center. Rescuers in the Kherson region evacuated 2,7 people, including more than 300 children. In total, more than 3700 people were rescued from the flooded area.

Today, according to the Prime Minister, 39 settlements remain in the disaster zone.

"The compensation mechanism will be similar to the "eRecovery" program. But, given the situation in the region, the application will be submitted through local self-government bodies. A person will choose one of two options. Either buy another home, or take money for self-repair or restoration of your own house," said Shmyhal at the government meeting in the Kherson region on Friday.

He noted that the Cabinet of Ministers allocated more than UAH 980 million to make these payments from the Fund for Liquidation of the Consequences of Armed Aggression.

"Also, we are strengthening Kherson Oblast with personnel for carrying out technical inspections of damaged housing. 10 regions of Ukraine will send 15 of their specialists to the disaster zone. The sooner we record all the damage, the sooner people will receive compensation. Therefore, I urge the communities not to delay the formation of the relevant commissions," said the Prime Minister.

Shmyhal also stated that, in addition to compensation in the future, thousands of people need help here and now.

"Today we are allocating UAH 560 million for the payment of one-time state aid to flood victims in the amount of UAH 5 per person. We also instruct the Ministry of Social Policy, the Ministry of Reintegration, and the Ministry of Economy to develop a draft decision on the procedure for using these funds as soon as possible. In order for us to start such payments within a week. At the same time, we are conducting negotiations with international humanitarian organizations regarding the implementation of similar payments," he said.

By a separate resolution, the Cabinet of Ministers allocated UAH 4,4 billion subventions to local budgets for the design, restoration, construction, modernization of social, cultural, housing and communal facilities. Of these funds, Kherson Region will receive almost 460 million, and Mykolaiv Region will receive more than 190 million.
