The Verkhovna Rada adopted the draft law in the second reading and as a whole No.8287, which introduces an electronic excise stamp from January 1, 2026 — a tool that makes it possible to trace the circulation of alcoholic beverages, tobacco products, and liquids used in electronic cigarettes by electronic means.
252 People's Deputies voted "for" the bill. On the adoption of the law informed head of the Ministry of Digital Mykhailo Fedorov in Telegram.
"A top anti-corruption project, thanks to which the state will not lose billions due to the shadow market of alcohol and tobacco. This money will go to defense," Fedorov noted.
It is assumed that the e-stamp will provide an opportunity to:
— track the movement of alcohol, tobacco products, liquids for electronic cigarettes from the manufacturer/importer to the final consumer;
— control the completeness and timeliness of payment of excise tax amounts for such goods;
— every citizen will be able to identify products and verify the legality of the product's origin.
In addition, the creation of the Electronic Excise Goods Circulation System will ensure electronic interaction between state bodies and business entities:
— the onerous process of ordering paper excise tax stamps will become a thing of the past;
— at the order stage, the system will calculate and issue an invoice for the amount of excise tax for the ordered stamps.
Thus, instead of paper excise stamps, electronic excise stamps will be introduced in Ukraine.
