In the city clinical hospital No. 10, they decided to hold two tenders for the repair of oxygen supply systems.

On the eve of the New Year, on December 30, the management of the hospital concluded a contract for the amount of UAH 666 with the state-of-the-art enterprise "Inzhmash Service". According to the documents, the company with three employees had to somehow completely repair the oxygen supply system in a day. But half an hour after signing the contract, the hospital management signs an "additional agreement" with the contractor and extends the deadline until the end of 110.
A week later, the hospital publishes a second contract with "Inzhmash Service" for the same work, but already for 1 million 111 thousand. UAH Thus, the works will cost the city budget 1 UAH.
Perhaps the tender was divided into two parts so that initially the cost of the works did not exceed the threshold sum of UAH 1,5 million, since in this case it is possible to sign a contract with the chosen firm and not hold an open auction. However, splitting the same work into two tenders can be considered a violation of the law on public procurement.
By the way, the company "Inzhmash Service" with its staff of three people has already won 20 contracts worth UAH 32 million during its existence. Most of them are contracts related to the pandemic.
