The rating agency ElitExpert continues a global study devoted to the effectiveness of heads of communities and heads of district administrations of the Odesa region. As part of this project, the agency's experts analyzed the situation with the largest tenders in the Odesa region for September 2023.
I would like to immediately note that despite the direct demand of President Volodymyr Zelenskyi and the wave of indignation in Ukrainian society, local communities, as before, continue to shamelessly throw away tens of millions of hryvnias on flower beds, roads, and laying asphalt.
Experts selected the strangest and unnecessarily inflated tenders, which clearly have no place in the budget of a warring country, from the already traditional laying of sidewalks to major repairs of rural border crossing points.

The first rung of the September anti-rating was rightfully taken by the Odesa military administration in the person of its subordinate enterprise "Local Highway Service". The company conducts tender for capital repair of the road section clearly not of state importance. On the secondary road leading from the village. It is planned to spend 78 million 534 thousand hryvnias on Dobroslav in the direction of Odesa. Obviously, the new team at OVA is not determined to change the old approaches to the allocation of budget funds.

In second place is the road management department of the Odesa City Council, which decided to spend the winter capital repair of the plot of the street Professor Karyshkovsky. It is noteworthy that this small street is located in the private sector on the outskirts of Odessa, but the Odesa City Hall will spend 42 hryvnias for its repair. The winner of the tender is already known - he, of course, became ROSTDORSTROY, because, as you know, "strangers don't come here".

Third place goes to the Department of Civil Engineering and Road Management of Odesa Oblast. On capital repair and beautification of the territory of the KNP "Odesa Regional Clinical Hospital", which is on the street Ak. Zabolotny, 35 million 443 thousand hryvnias will be spent. For this sum, the area around the hospital will probably be re-laid with tiles and the paths will be covered with gravel.

Kuyalnytskyi Village Council of Podilsky District is in fourth place. According to the Mayak scheme, where a tender for the construction of a bomb shelter was recently held with great scandal, the Kuyalnitsa OTG decided to build two at once — in the village of Novoselivka for 26 million 167 thousand UAH and in Kuyalnyk village for 12 million 959 thousand hryvnias. In general, the construction of shelters is now a "golden bottom" for local officials - and they will not call from above, because it is a matter of state importance, and any sums can be written off for these purposes.

The fifth step is occupied by the Odesa KP "City Roads", which will spend on filling pits in Odesa after repairing heat lines and restoration of road surface 21 million 378 thousand hryvnias. Is it necessary to specify that this money will be used by "ROSTDORSTROY" based on the results of the tender?

On the sixth position is the Service for Reconstruction and Development of Infrastructure in the Odesa Region with a whole list of various repair works at checkpoints across the state border. The strange thing here is that all these points, with the exception of Reni-Giurgiulesti, are rural and currently sparsely populated, practically deserted. It is about:

- checkpoint "Starokazache - Tudora" (33 million 160 thousand UAH)

- checkpoint "Lisne — Seits" (18 million 210 thousand hryvnias)
- checkpoint "Serpneve-1 — Basarabyaska" (15 million 239 thousand UAH)
- checkpoint "Novi Troyany — Chadyr-Lunga" (11 million 813 thousand UAH)
- checkpoint "Maloyaroslavets-1 — Chadyr-Lunga" (11 million 804 thousand UAH)
- checkpoint "Dolynske - Chishmikioi" (10 million 79 thousand UAH).

The seventh row was taken by the Dachna village council of the Odesa region with two tenders for the capital repair of the road surface of Myru and Armiyska streets - on 15 million 743 thousand hryvnias and 6 million 508 thousand UAH in accordance. The classic burying of money in the asphalt — despite the fact that the village has been the target of Russian missile strikes on more than one occasion and the risks of repeated destruction of the infrastructure are very high.

On the eighth line was the Department of Architecture and Urban Planning of the city of Yuzhne, which ordered "service for the development of a comprehensive plan for the spatial development of the territory of the Yuzhnensk MTG» for 15 million 500 thousand hryvnias. Note that if such money is allocated only for the development of the plan, then one can imagine what unheard-of money will be showered on the executors during the implementation of this project...

In ninth place — once again Odesa OVA and again the funds allocated to the Odesa Regional Hospital, only now —for the reconstruction of street lighting on the territory of the medical institution. A considerable amount will be spent on new lanterns - 11 million 858 thousand hryvnias.

And the traditional laying of sidewalks closes our rating — in conditions of extreme need at the front, the City Hall of Bilhorod-Dnistrovsky plans to spend 11 million 414 thousand hryvnias for repairing the sidewalk along Michurina St.
Elite Expert will continue to monitor the strange purchases of the local authorities of the Odesa region, and such mini-ratings of irrational spending will be published every month. This will allow us, in addition to other indicators, to evaluate the effectiveness of the work of the heads of the OTG and heads of districts and oblasts, because it is they who are responsible for what is happening on the ground.
