Against all: how and why is the president trying to disband the Constitutional Court?

One of the main topics in Ukrainian politics in recent days is the scandal surrounding the Constitutional Court and the subsequent actions of Ukrainian President Volodymyr Zelensky. On Friday night, the head of state introduced a bill on the dismissal of all members of the Constitutional Court, although the Council does not have such powers under the Constitution: only the members of the Central Committee of the Supreme Court can dismiss judges with a 2/3 vote. Nevertheless, the president continues to actively push this idea.

Why does Zelensky need this, the ElitExpert correspondent understood.

Bloodshed, dissolution of the Council and other predictions of Zelensky

Yesterday, November 2, the president made it clear that he had decided to insist on the dissolution of the KSU to the last. Yes, Zelensky recorded an audio for the People's Deputies of his faction, in which he stated that if he does not dissolve the KSU, bloodshed will begin in the country. Then in the evening he persuaded his own faction to vote for the bill. And later he repeated all these theses on the air of the talk show "Freedom of Speech".

"If we find another, less conflicting way, there will be another solution. But for now I can say only one thing: the last decision of the Constitutional Court, these scandalous fundamental laws are a direct and quick path to bloodshed. And if we don't stop the chaos that the Constitutional Court is creating for money, then we will get resistance on the streets. And, by the way, this response from society will be tough, but fair. Are we ready to risk the death of the country? And if not, then together we take responsibility and restore justice and legality together," Zelensky said in the audio recordings.

In his opinion, the situation with the Central Committee raises the question of unity in the SN faction. "Now it's about the personal choice of each of you: either you are a force, or you are a dozen groups with different interests. Today we need to show our unity, show that we are a party that knows how to fight for itself, for its name, for its policy. Don't you see that the other parties, which were supposed to fade into oblivion yesterday, are standing aside and laughing. Maybe we can prove that we are much stronger?" Ze insists.

At the same time, the decision of the Constitutional Court, the president asserts, must be accepted: "it's not even a request." No requests when valuables are destroyed. We will live without requests."

Separately, the president emphasized that he is not going to withdraw his bill. And he hinted that if the Rada fails him, he does not rule out its dissolution.

Even against their own

Despite all of Zelensky's statements, the Rada made it clear that they would oppose his initiative. This was emphasized in OPZZH, EC, "Batkivshchyna" and the deputy group "For the future". In addition, it became known that not even all parliamentarians from "Servant of the People" are ready to support the president. And without the more or less full support of the SN, the presidential bill has little chance in the session hall.

"I think that alternative bills will also be discussed, and the presentation of this bill to the hall will be discussed at the conciliation council. I wouldn't rush to fix the estimate that there are votes for this draft law," People's Deputy from SN Dubinsky told journalists.

Why is it Zelensky?

It is no secret to anyone that the anti-corruption vertical, which Zelensky is so passionate about and which the KSU threatens to destroy, does not actually work. Some argue that the anti-corruption system in Ukraine is just a mechanism of pressure on recalcitrant politicians. At the same time, the mechanism is overseen by Western structures.

The fear of the president stems from the latter. According to Zelensky himself, Ukraine will not be given loans if the Constitutional Court is not disbanded.

"We received a signal from the IMF: there can be no cooperation, there will be no mission. And what means there will be no mission?... We need help from our partners. We received the same signals from the World Bank and the Big Seven."

It gives the impression that Western structures are afraid of losing their influence on anti-corruption policy in Ukraine and are blackmailing Zelensky by canceling loans. For some reason, the president is very afraid of this.
