Today, February 4, the Verkhovna Rada voted with 253 "yes" votes for the adoption of draft law No. 3450 on introducing changes to some legislative acts regarding the streamlining of issues related to the protection of corruption whistleblowers.
This initiative was developed with the goal of organizing a single portal for whistleblowers' messages and securing the guarantee of legal protection of whistleblowers exclusively through the lawyers of the free legal aid system.
According to the draft law, the financing of measures to organize the work of the Unified Portal of whistleblower messages can be covered by international technical assistance provided to the National Agency for the Prevention of Corruption (NAPK).
The document, according to the idea of the authors, will ensure a significant saving of the state budget.
In the explanatory note to the draft law, it is stated that in order to ensure the proper level of protection of information that will be received through message channels, the most optimal technical solution is the deployment of a separate independent information and telecommunication system (ITS) for collecting, analyzing and storing whistleblower messages. The cost of deploying such an ITS in each separate body (there are more than 80 ministries and other TSOIVs today) may cost from 2 to 5 million hryvnias, while a single portal of whistleblower messages as a whole may not exceed the specified limit amount.
