Zelensky returned the fines on loans for residents of the ATO/OOS zone

From May 1st.

President Volodymyr Zelensky signed a law canceling the ban on fines for new loans for citizens in the ATO/OOS zone, as well as the ban on mortgaged real estate for loans issued after May 2021. This is reported press service of the president

Zelensky signed the law No. 1451 on temporary measures for the period of the anti-terrorist operation to restore the legal rights and freedoms of citizens to manage their own property and obtain credit services, which was adopted by the Verkhovna Rada on May 19.

Law cancels the ban on charging penalties and fines on the principal amount of the debt for loans taken after May 1, 2021 by citizens of Ukraine living in the territory of the anti-terrorist operation (except for separately defined settlements).

The relevant provisions apply to contracts concluded after May 1 or in which, after this date, by agreement of the parties, changes were made regarding the extension of terms, reduction of the amount of interest and fines.

The press service notes that Ukrainians living in the zone of ATO/OOS and having debt on loans taken before May of this year, and in the future, have the right not to pay interest and fines on the principal amount of the debt.

Also, according to the document, the ban on the application of recovery on collateral property is canceled for loans issued after May 2021 as collateral for real estate owned by citizens and representatives of small and medium-sized businesses and located in the area of ​​ATO/OOS.

It is noted that the ban on evicting citizens from residential buildings mortgaged under valid credit agreements will remain in effect, even on the basis of a court decision to foreclose on the mortgage object.

"This guarantees the preservation of rights for people who had or have a difficult financial situation due to the implementation of ATO/OOS, but at the same time it will simplify the access of citizens who own real estate in Luhansk, Donetsk and part of Kharkiv regions to bank lending, in particular to state programs" Available loans 5-7-9%" and "Available mortgage 7%" on equal terms with all citizens of Ukraine," says the document.

This law enters into force on the day following its publication.


Some citizens have been paying at an inflated tariff for more than eight years, as employees of the monopolist company are deliberately delaying the change of the tariff, using bureaucratic loopholes.

It is very difficult to fight the arbitrariness of DTEK alone, therefore, in the current conditions, three OSMD, uniting residents of seven apartment buildings in the Malinovsky district, decided to act together to protect their rights.
