The President of Ukraine, Volodymyr Zelensky, signed the Law No. 1359-IX on the provision of assistance in connection with pregnancy and childbirth and the effective use of budget funds in the financing of one-time assistance "baby package", which was adopted by the Verkhovna Rada on March 30. This was reported in the Office of the President.
Supporting families during pregnancy and after childbirth is one of the primary tasks of the state. To this end, women in labor are provided with one-time natural assistance in connection with pregnancy and childbirth - the "baby package". But today, the body responsible for the appointment and payment of such assistance is not established at the legislative level.
The law signed by the president resolves this issue by establishing the authority to appoint and pay this type of state assistance to the social protection authorities of the population at the place of residence of the parents (adoptive parents, guardian, custodian) of the newborn.
At the same time, the "baby package" allowance is not included in the allowance for the birth of a child (41 hryvnias).
Also, this law fixes the cost of the "baby package" at the level of three times the subsistence minimum for children under 6 years of age, established by law on the date of the announcement of competitive procurement procedures. The final price is determined as a result of the purchase auction.
Such changes in the legislation will allow the purchase of goods for the completion of the "baby package" at open transparent auctions through the ProZorro electronic system with the aim of more efficient use of budget funds.
Thus, the law signed by the president will create more favorable conditions for the support of women during pregnancy and after childbirth and for the state protection of newborns.
