The government made certain adjustments to the new rules for receiving subsidies — in particular, the new amendments will allow subsidies to be transferred without submitting a corresponding application (with some exceptions). This was announced by Prime Minister Denys Shmyhal at a government meeting.
According to him, the verification of subsidies is ongoing.
"It is just and right that those who really need them receive them," he said.
"The new changes will also affect the issue of the availability of several housing units. If you are the owner of 3-4 apartments in Kyiv, then the subsidy will not be assigned to you.
If you have an apartment in the city and a house in the village, this will not prevent you from getting help. Also, if you have another home on joint property rights with other people, we increase the size of the deposit, which affects whether the subsidy will be received. It is also possible to apply for a subsidy with a deposit of 100 hryvnias," the prime minister added.
According to him, cases concerning the appointment of subsidies in individual cases, which were previously considered by special commissions, will now be considered by the social protection authorities.
"This will make it possible to shorten the terms of consideration of applications by a third," Shmyhal explained.
According to Minister of Social Policy Maryna Lazebnaya, it was important to make these criteria, because the results of the verification conducted by the Ministry of Finance established the fact that after the subsidy was issued, some of its recipients made expensive purchases.
"All these changes are about justice, because the financing of subsidies is carried out at the expense of the state budget, that is, conscientious taxpayers," added the head of the Ministry of Social Policy.
According to her, these provisions in the government's decision have been clarified:
- do not take into account income from the placement of deposits, since banking institutions submit reports to the GFS in the total amount and there is still no complete personalized information on the income of natural persons;
- increase the amount of funds in the deposit account up to UAH 100 thousand, the excess of this amount leaves the right to receive a subsidy;
- do not take into account residential premises that are in common, shared or joint ownership, as well as those that are located in rural areas;
Also, this decision automatically reassigns subsidies to those households that do not have the criteria for which this subsidy is not assigned.
"That is, the decision to assign subsidies to such households will be implemented automatically by the social protection authorities based on information from the Ministry of Finance based on the results of the verification," explained Lazebnaya.
"Thus, the allocation of subsidies for the next period to households that received subsidies in the heating season of 2020-2021 will be carried out without citizens' appeal.
But there are exceptions: these are households that received subsidies in non-cash form, those to whom it was assigned based on the actual place of residence, and those to whom the subsidy was assigned without taking into account individuals registered in the residential premises who do not live in place of registration.
That is, these people will have to submit new applications and declarations," Lazebnaya summarized.
