Professional experts evaluated the work of anti-corruption officers

Edition Фокус evaluated the effectiveness of the work of the heads of anti-corruption agencies — the director of the National Anti-Corruption Bureau of Ukraine (NABU) Semen Kryvonos and the head of the National Agency for the Prevention of Corruption (NACP) Oleksandr Novikov.

Professional experts evaluated the work of anti-corruption officers on a 10-point scale. The sum of points was divided by the number of experts, thereby obtaining an average rating of each official's performance.

Semyon Kryvonos — 6 points

Experts rated the work of the director of the National Anti-corruption Bureau Semen Kryvonos with an average of 6 points. He headed NABU only in March 2023.

"There were many fears, but, in fact, they were not justified. The organ works well, no global negative changes have been observed." - said the founder of StateWatch Oleksandr Lemenov.

People's deputy Yaroslav Yurchyshyn noted that under Kryvonos the pace of work of the anti-corruption department remains at a high level, and the number of cases is increasing. To the failures of NABU in 2023, the politician attributed the dismissal of a group of detectives who were investigating cases concerning the deputy head of the president's office, Oleg Tatarov.

In turn, the executive director of the Anti-Corruption Center, Darya Kaleniuk, believes that Krivonos demonstrates a lower level of autonomy than his predecessor.

Oleksandr Novikov — 6,5 points

The average rating of the head of the National Agency for the Prevention of Corruption, Oleksandr Novikov, was 6,5 points. The experts noted that this year the government approved the anti-corruption program for 2023-2025, which was developed by the NAZK under the leadership of Novikov.

"This is not a program text, but a specific document with plans and deadlines for its implementation. If we fulfill it, we will become the least corrupt country on the mainland and even in the world." Martina Bohuslavets, the executive director of the anti-corruption center of IZI, said.

According to the head of the legal department of the Anti-corruption Center, Olena Shcherban, Novikov managed to gather the best staff of the agency and improve its work. At the same time, she pointed out that there have been no systematic changes in the matter of verification of declarations and their verification procedures in the department.

"Unfortunately, the priorities are very mixed - on the one hand, NAKC is engaged in sanctions policy, on the other hand, activation of electronic declaration has not been noticed, unless it is a request of society or international partners." Yaroslav Yurchyshyn noted.
