At the International Conference in the Swiss city of Lugano, Prime Minister Shmyhal presented an electronic map of Ukraine, which records all the damage caused by the war. On the basis of this map, international partners together with the Cabinet of Ministers, experts and local authorities will prepare technical projects for the restoration and transformation of the regions.
According to the presented electronic map, it is already possible to judge which states will restore Ukraine:
- Italy - Rivne region;
- Germany - Chernihiv region;
- Canada — Sumy region;
- USA and Turkey - Kharkiv region;
- Czech Republic, Finland and Sweden - Luhansk region;
- Belgium - Mykolaiv Region;
- Sweden and the Netherlands - Kherson region;
- Switzerland - Odesa region;
- France - directly, Odessa;
- Norway - Kirovohrad region;
- Latvia - Zaporizhzhia region;
- Poland and Italy - Donetsk region.
"International partners of Ukraine will be able to bring their unique experience and understanding of how to build a qualitatively new environment in destroyed and damaged cities and villages. How to form a new urban space, how to build new facilities according to the best standards. This synergy will allow to ensure the transformation of the regions," said Denys Shmyhal.
According to the Prime Minister, the recovery plan of Ukraine will be divided into three key stages. The first is the restoration here and now of objects critical to people's lives. The second part is the restoration of schools, hospitals and the construction of temporary housing after the end of hostilities. The third stage of the plan is long-term transformation.
According to the government's preliminary estimates, $750 billion is needed to fully restore Ukraine. The main source of financing should be the confiscated assets of Russia, which today amount to, according to various estimates, from 300 to 500 billion dollars. Moreover, some countries have already started the process of confiscating these assets.
"We are grateful to Germany for the first steps. We are grateful to Canada and the USA for the preparation of national legislation. I am sure that all partner countries will join this process and ensure this justice," the Prime Minister emphasized.
