In Ukraine, it is technically impossible to issue summonses through messengers. At least this year, said Mykhailo Fedorov, Deputy Prime Minister for Innovation, Development of Education, Science and Technology.
"This cannot be done until there is a high-quality register of conscripts, and a verified phone number is not attached to the identifier of the register. And we do not have verification of the phone number and the person in the state. I'm not even talking now about the Constitution and regulations. It is technically impossible to do this this year," Fedorov said.
There are also no relevant legal acts regulating this procedure.
