The head of the State Service of Sea and River Transport of Ukraine in 2018-2019, Dmytro Petrenko, believes that Odessa does not have a systemic policy for the development of road infrastructure, and that road repair contracts are "divided" among themselves by companies from the city's sphere of influence. "The City Council of Odesa is currently considering the city budget project for 2022: they plan to increase the budget to 12 billion hryvnias, in 2023 - to 13,5 billion hryvnias, and in 2024 - to 14,8 billion hryvnias.
