The hacker attack was not without consequences

Government experts prove that the hacker attack on Ukrainian government websites was carried out from Russia.

The hacker attack did not pass without consequences: the sale of the OSAGO e-policy (Obyazatelnoe strahovanie grazhdanskoi omnostavitelsev transportnykh sreddtsev) was stopped. This was reported by the co-founder of monobank Oleg Horokhovsky.

"Due to a malfunction in the services of the Motor Transport Insurance Bureau (MTSBU) in Ukraine, the sale of the OSAGO electronic policy has been stopped. According to information from the MTSU, their databases are temporarily unavailable. The suspected cause is an external attack. There are persistent rumors that the bases of the MTSU have been destroyed by hackers," Horokhovsky said in his telegram. 

Now it is expected that within 7-30 days, the MTSU will deal with data recovery from backups. At this time, monobank will not check the expiry of the policy and electronic policies by mail. 

Until the work of the MTSU services is fully restored, after purchasing a policy, monobank will send clients a paper OSAGO contract.

Also, users have already begun to complain that they have lost insurance in "Diya".

We note that government experts prove that the hacker attack on Ukrainian government websites on the night of January 14 was carried out from Russia.

"Since the beginning of the Russian military aggression, Ukrainian Internet resources have been attacked not for the first time and not even for the second time. Some cyberattacks were so massive that they entered world textbooks for cyber specialists. And such a massive attack on state bodies has not happened for a long time. We assume that the current one is related to Russia's recent failure in the negotiations on Ukraine's future cooperation with NATO. Recently, Moscow has already resumed military exercises near the borders of Ukraine. Hacker actions against Ukrainian state bodies can also be part of this psychological attack on Ukrainians," the Center for Strategic Communications and Information Security reports.

The center noted that the attack on Ukrainian government portals can be interpreted as one of the examples of Russian aggression against the state of Ukraine. Therefore, the center hopes for an early imposition of sanctions on Russian structures connected with the attack.

The last similar hacker attack on the websites of Ukrainian public organizations and media occurred after the use of Bayraktar drones by the Ukrainian army against Russian militants in the Donbass in October 2021.

In addition, government experts emphasized that the personal data of Ukrainian citizens were not stolen and lost, contrary to the hackers' report.
