What is the risk of not appearing at the TCC

On May 18, the new law on mobilization entered into force. According to the document, Ukrainians aged 18-60 are required to update their account data within 60 days.

This can be done by contacting the TCC, or through the conscript's electronic account, where registration is voluntary. The e-cabinet will be available through a mobile application.

According to the new rules, men between the ages of 18 and 60 are required to carry an identity document, as well as a military registration document — a military card, a temporary conscript card, a certificate of registration at the conscription station (the so-called registration card). .

You need to update the data within the next 60 days — up to and including July 16. Otherwise, administrative responsibility for violation of the rules of military accounting is imposed — a fine of 17 hryvnias.

You can clarify the data both during a personal visit to the TCC or the Center for the provision of administrative services, and through mobile application of the electronic cabinet. It will also be launched on May 18, registration is voluntary. There will be no summons in the e-cabinet.

The requirement applies to conscripts, conscripts and reservists. And also for women doctors who are on the military register.

Moreover, the data should be specified as suitable, limitedly suitable and unsuitable for service. There is no need to update the information of those removed from military registration (there must be a mark in the military ticket) and those who managed to submit data after the publication of the law on April 17.

Regarding Ukrainians abroad, then if they do not update their data, they will be restricted from providing consular services. This can be done remotely through the e-cabinet or by contacting the TCC by phone/e-mail.

Who serves summonses and why do you have a military ID with you?

As before, summonses are handed out by representatives of the TCC, executive bodies of local authorities, management of state bodies, enterprises, educational institutions and condominiums.

The police will not serve summonses, but they will be used to maintain order. To prevent possible conflict situations. Police officers will continue to search for potential evaders and deliver them to the military commissariat.

Laws do not regulate where a summons can be served. In fact, it can happen on the street, at work, at the place of residence, in public places, at roadblocks, etc.

Representatives of the TCC, the police and border guards were given the right to demand from men aged 18-60 to present a military registration document (registration card, military card or temporary ID card). Absence is the basis for serving a summons to clarify data. Therefore, all men of conscription age must have military registration documents with them.

As before, it is possible to miss an appearance at the TCC only for valid reasons: illness, death of a close relative, natural disaster or shelling. However, within 3 days it is necessary to report the circumstances of non-appearance, and within 10 days - to appear at the Military Commissariat.

Not just fines. How will evaders be punished

Fines for evaders are multiplied. Violation of the rules of military accounting, according to Art. 210 of the Code of Criminal Procedure, pulls a fine of 17 hryvnias and 000 hryvnias (for a repeat). Such measures are taken if the person is not on the military register or has not updated the data.

Violation of legislation on mobilization in accordance with Art. 210-1 KUpAP, pulls too fine from 17 to 000 hryvnias. For example, for refusing a summons or not appearing before the TCC. Moreover, fines will now be issued in absentia.

But that's not all. The new law on mobilization stipulates that if a conscript does not arrive according to a summons, the military commissariat applies to the police to search for and deliver him. And if the police cannot do this, they send a written request by registered letter.

If the post office failed to deliver the letter to the addressee for signature or he refused delivery, within 10 days the TCC will apply to the court with a request suspend driving license. The final decision is up to the court.

However, as before, for refusing a "combat summons" and showing up at the assembly point after the medical commission, criminal liability arises. The TCC transfers materials to investigative bodies, on the basis of which the court can sentence to imprisonment for a term of 3 to 5 years.
