In Odessa, a high-profile conflict between the private company "Service Plus" and the municipal housing and communal services of the Primorsky district, which has been servicing adjacent territories and landscaping elements for the past few years, has ended. The court recognized the actions of the utility company as legitimate, supporting the position of the city authorities and putting an end to the long-standing confrontation.
Recall that during the inventory of the housing stock of the Primorsky district, it was discovered that more than a thousand apartment buildings were illegally withdrawn from the service of the municipal enterprise KP "Housing and Housing Complex "Fontansky". The transfer took place without appropriate legal grounds, and the process itself was not coordinated with local government bodies. Instead, the management of the buildings and adjacent territories was taken over by the private enterprise "Service Plus".
This caused a significant resonance, since the removal of objects from the control of the municipal enterprise not only contradicted the current legislation, but also created risks for the quality maintenance of territories and transparency in the management of city infrastructure. According to representatives of the KP "Housing and Housing "Fontansky", they were actually removed from their duties, despite the presence of relevant documentation and the decision of the city council session to assign the buildings to the enterprise.
Odesa City Council, protecting the interests of the territorial community, initiated legal proceedings. As a result of the consideration of the case, the court confirmed the legality of the actions of the utility workers and recognized that the return of the functions of servicing residential buildings to the KP "Housing and Utilities "Fontansky" is legal. The decision also confirmed that this particular enterprise has the authority to carry out cleaning, sanitation, maintenance of the street and road network and other utility services within the district.
The Odessa City Council emphasizes that the restoration of control over the maintenance of adjacent territories will allow to return transparency and order to the sphere of housing and communal services. As noted in the Department of Municipal Economy, the main goal is to ensure proper management of community property and guarantee residents quality services.
