ElitExpert continues to investigate the questionable purchase of food kits for the State Border Service of Ukraine (SBSU), announced through the Prozorro system under the number UA-2024-07-15-004363-a. After the publication of the material, which caused concern due to the possible non-compliance of the quality of products with the requirements of the Ministry of Defense of Ukraine and suspicion of corruption, investigative journalists sent a request to the DPSU in order to obtain answers to key questions.
However, the response from the DPSU turned out to be vague and raised even more questions.

Functional capabilities of the center: If the DPSU cannot answer most of the questions related to the requirements of the tender documentation, then the question arises about the functionality of their center and its feasibility.
Lack of a responsible structure: Moreover, the DPSU was unable to provide the coordinates of the structure that has information about this procurement and will be able to provide specific answers regarding the technical part of the tender documentation.
Reduction of shelf life: There is also uncertainty in the question, on what grounds does the DPSU intentionally shorten the shelf life of the components of the set, when the norms established by law clearly fix the specific period of shelf life?
Monitoring of the supplier market: Information regarding the termination of the contract between the Ministry of Defense of Ukraine and OLYMPIUS CONSULT LLC is publicly available. Did the DPSU, as a customer, not monitor the market of suppliers of the products it plans to purchase?
Principles of public procurement: The DPSU response describes the principles of public procurement, but in practice, the specific procurement of DPNP demonstrates that these principles are not followed. This purchase is an indicator of the fact that DPSU deliberately distorts the principles established by law.
Quality documents: The requirement to provide quality documents when accepting goods does not allow to publicly establish the integrity of the manufacturer or supplier. Considering that most of the procurements of the DPSU fall under suspicion of corruption, they still continue to announce dubious procurements that are clearly prescribed for a specific supplier.
ElitExpert insists on obtaining specific answers to these questions in order to ensure transparency and fair competition in the process of public procurement.
