The national rating agency ElitExpert continues its long-term research work on the systematic assessment of the effectiveness of government and public sector representatives. Over the past few years, the agency's team has repeatedly conducted independent analysis of the activities of community leaders and deputies, as well as identified the most influential public figures in the regions.
This work continues in 2025. Today, our focus is on three ratings that complement each other and provide a holistic view of the real state of affairs in the public sector of the Odessa region:
- efficiency rating of community leaders,
- rating of deputies of the Odessa region,
- rating of public figures.
Each of these studies is based on expert analysis and the results of a popular vote, in which anyone can cast their vote for candidates over a period of several days. This allows for the most accurate recording of public sentiment and the level of trust in specific leaders.
It is this approach that makes our ratings transparent and objective: people themselves choose those who, in their opinion, truly influence the development of the region, work for the benefit of society, and demonstrate real results.
Rating of the effectiveness of community leaders in the Odessa region:
This rating covers the activities of local community leaders, who play a key role in local governance. Their assessment takes into account such parameters as the implementation of budget programs, infrastructure development, communication with the population, participation in national projects, and response to crisis situations. Thus, it will become clear which communities have become real growth points and what is the role of their leaders in this process, and which ones are “lagging behind.”
Rating of deputies of the Odessa region:
This rating will evaluate the work of deputies of both the regional council and representatives of district and city councils. The main criteria are activity in sessional and legislative activities, the degree of involvement in working with voters, participation in social and humanitarian initiatives. In this case, not only formal activity will be evaluated, but primarily real results - from solved problems on the ground to participation in systemic reforms.
Rating of public figures:
The civil sector continues to play an important role in the life of the region, especially in the current wartime. This rating includes activists, volunteers, cultural figures, representatives of charitable and educational initiatives - those who, through their actions, strengthen civil society, help the most vulnerable segments of the population. And in general - create positive changes at the local level. It is important that citizens determine who they consider to be the true leaders of public opinion.
"We strive to create not just a rating, but a tool of public control and an incentive for development. Our research helps to understand who really works for the people, and who only creates the appearance of activity. The popular vote is the most important element, because it is the residents of the region who best feel who really has influence," notes project manager Olena Ovchinnikova.
The publication of the results is timed to coincide with one of the key national dates — Constitution Day of Ukraine, which is celebrated annually on June 28.
Already on June 27, 2025, the names of those who, in the opinion of the residents of the region, deserve public trust and respect will be known. So now everyone can join in forming the ratings - voting is open on the website of the National Rating Platform and will last until June 27 inclusive. You can vote daily and for several candidates at once in each of the three ratings. Such a system allows you to objectively reflect public opinion and the dynamics of support for different people.
