President of Ukraine Volodymyr Zelenskyy has approved the updated composition of the Ukrainian delegation that will conduct negotiations with the United States, other international partners, and representatives of the Russian Federation on achieving a sustainable and just peace. The corresponding Decree No. 869/2025 dated November 28, 2025 was published on the website of the Office of the President.
The document partially changes the previous composition of the delegation, formed on November 22. The negotiating group will be headed by the Secretary of the National Security and Defense Council, Rustem Umerov.
The updated lineup includes:
- Rustem Umerov — Secretary of the National Security and Defense Council of Ukraine, head of the delegation;
- Oleksandr Bevz — Advisor to the Cabinet of the President of Ukraine, Office of the President;
- Kirill Budanov — Head of the Main Intelligence Directorate of the Ministry of Defense;
- Andriy Hnatov — Chief of the General Staff of the Armed Forces of Ukraine;
- Oleg Ivashchenko — Head of the Foreign Intelligence Service of Ukraine;
- Serhiy Kyslytsia — First Deputy Minister of Foreign Affairs of Ukraine;
- Yevheniy Ostryanskyi — First Deputy Secretary of the National Security and Defense Council;
- Oleksandr Poklad — Deputy Head of the Security Service of Ukraine;
- Vadym Skibitsky — Deputy Head of the Military Directorate of the Ministry of Defense
The head of state also announced that Secretary of the National Security and Defense Council and head of the Ukrainian delegation Rustem Umerov, along with his team, is already heading to the United States. The president said he is waiting for the delegation's report after the end of its work this Sunday.
"Today was Rustem's report, and the task is clear - to promptly and meaningfully prepare a definition of steps to end the war. Ukraine continues to work as constructively as possible with America, and we expect that the results of the meetings in Geneva will now be finalized in the United States. I look forward to the report of our delegation on the results of the work, which will take place this Sunday. Ukraine is working for a worthy peace. Glory to Ukraine!", — Zelensky wrote.
