Ukraine has approved comprehensive regional resilience plans. At the same time, Kyiv Mayor Vitaliy Klitschko has been officially warned about his personal responsibility for preparing the capital for the winter period. This is stated in decree, published on the official website of the President of Ukraine.
The Head of State signed a decree putting into effect the NSDC decision of August 5. This document concerns the implementation of comprehensive resilience plans in the regions and directly in Kyiv.
The Secretary of the National Security and Defense Council was instructed to monitor the implementation of the decision, and the decree itself will come into force from the day of its publication. The council warned the heads of military administrations, city mayors, and heads of enterprises about personal responsibility for disruption of winter preparations or unsatisfactory performance.
The decision paid special attention to the capital. The city's leadership and relevant departments were instructed to ensure the timely implementation of all measures before the onset of cold weather.
"To draw the attention of the Kyiv Mayor to his personal responsibility for the preparation and sustainable conduct of the 2026/2027 heating season in Kyiv", - the document emphasizes.
According to the decree, the government is instructed to urgently adjust the sustainability plans so that they correspond to the real prospects for implementation before the start of the heating season.
At the same time, a number of strict requirements have been set for local governments. In particular, a reasonable fuel reserve for life support facilities must be formed for at least two weeks.
In addition, it is necessary to ensure the autonomy of high-rise buildings by involving condominiums, housing cooperatives, and managers. Independent backup power systems should also be installed in apartment buildings.
