President of Ukraine Volodymyr Zelenskyy signed a law that will replace the scandalous Kyiv District Administrative Court, which was liquidated in December 2022, with two new courts operating in Ukraine.
The official website reports on the signing of the law with registration number 12368-1 Supreme for the sake of UkraineThe law provides for the creation of two courts — the Specialized District Administrative Court and the Specialized Appeal Administrative Court to Higher Specialized Courts, which will be the appellate instance for reviewing the decisions of the first newly created court.
This law was among the requirements of the International Monetary Fund, which had to be fulfilled by December 31, 2024, but the law was not adopted by parliament for a long time.
According to the law, the High Qualification Commission of Judges of Ukraine (HQCJ) must announce a competition for judicial positions within one month after the law enters into force. An Expert Council (for three years) must be involved in this process, which must include 6 people: 3 from the Council of Judges of Ukraine and 3 from international and foreign organizations.
