The state-owned Ukrhydroenergo concluded an agreement with BK Adamant LLC for the construction of a protective structure for the Dnipro hydroelectric power plant worth 4,36 billion hryvnias. About this to write "Our money" with a link to Prozorro.
Journalists of the publication report that the agreement was concluded without conducting open tenders, and other data on the purchase were hidden due to the state of war.
BC "Adamant" LLC used to be a part of the "Ukrbud" corporation, when it was controlled by Maksym Mykytas. Currently, this company is registered in Transcarpathia and belongs to Roman Topazla, a resident of Uzhhorod.
Prior to the current contract, the firm's largest single win at tenders was the reconstruction of a landfill in the village of Pidhirtsi near Kyiv, worth UAH 326 million, six years ago.
The company also received a number of smaller construction contracts for the reconstruction of the tram line and anti-slide structures in Kyiv, and the construction of a bridge in Transcarpathia. But they are still listed as "active", i.e. incomplete, in the "Prozorro" system.
However, this did not prevent Ukrhydroenergo from awarding Adamant a billion-dollar contract without open tenders and with estimates closed from publication.
Taking into account this contract, during 2022-2024, Ukrhydroenergo ordered the installation of anti-drone protection and restoration of facilities of various hydroelectric power stations after missile strikes for a total amount of UAH 19,83 billion.
In most cases, contracts were concluded without bidding, and the final information on resources was not made public.
Prior to the Adamant contract worth UAH 4,36 billion, the largest order of Ukrhydroenergo for the construction of protection against Russian shocks was the order to protect the Dniester HPP worth UAH 4,19 billion.
At that time, the Zhytomyr PE "Elitbud-1" was chosen as the contractor, which throughout its history had only local contracts for the repair of hospitals and schools, each of which was hundreds of times smaller than the protection of the hydroelectric power plant.
