Kateryna Chernogorenko, Deputy Minister of Defense for Digitization, announced the introduction of the "electronic anti-tank missile system" in 2025.
Thus, according to her, in 2025, the exchange of data between the Register of conscripts, conscripts and reservists "Oberig" and the Electronic Health Care System (ECHS) will take place automatically.
As the deputy minister noted, after the conscript performs an annual screening at his medical institution, these data will be recorded with the digital signature of the family doctor and stored in the ESOZ.
In the future, if there are no chronic diseases and complaints, a recommendation for fitness is recorded.
In case of complaints, the conscript undergoes additional examinations.
Also, anthropometric data - height, weight, chest circumference - are recorded in the ESOZ, these data are sent to the VLK.
As Kateryna Chernogorenko pointed out, military doctors will be able to question the recommendations of a family doctor, and will independently assess a person's fitness and unfitness, and will route him in the army. Everything will be recorded online and signed with a digital signature.
Yes, access to medical information about the patient during information interaction will be allowed for the purpose of obtaining by the Ministry of Defense of Ukraine information about the results of medical examinations of conscripts, conscripts and reservists, which are carried out in order to determine fitness for military service in terms of health for inclusion in Unified state register of conscripts, conscripts and reservists "Oberig" for the purpose of ensuring national security and defense.
In this way, the electronic health care system (EHS) will automatically "share" data with the Unified State Register of conscripts, conscripts and reservists "Oberig".
In turn, the co-author of the bill Oleksandr Fedienko explained that the norm proposed by the new draft law only clarifies that the data on the conclusion will be transferred from the ESOZ system to the "Oberig" system immediately, and not within a day.
He also added that currently "Article 32 of the Constitution establishes exceptions for the processing of confidential information about a person without consent - on the basis of the law for the purposes of national security."
At the same time, the Deputy Minister of Defense previously indicated that the Ministry of Defense has already prepared a draft of amendments to the legislation as part of the digitalization of the VLK, which will allow transferring information about the health status of conscripts from a civilian medical institution to the systems of the Ministry of Defense in a matter of minutes, not only from VLK, but also from ordinary private hospitals.
