President Volodymyr Zelenskyy signed a decree №396 / 2025, which provides the opportunity for military personnel aged 18 to 25, who are serving in the military under a contract or by conscription during mobilization, to obtain higher education without interruption from military service.
Corresponding changes were made by his Decree to paragraph 173 of the Regulations on military service by citizens of Ukraine in the Armed Forces of Ukraine.
According to the changes, privates, sergeants and non-commissioned officers who are serving under a contract and have extended their military service under a new contract, servicemen aged 18 to 25 who are serving under a contract or by conscription during mobilization, for a special period, and officers (except for servicemen serving under a state order and having served a period equal to the time of study for obtaining a previous higher education, for deepening professional knowledge and obtaining higher education) may study without interruption from military service in higher education institutions with the permission of the commander - from the commander of the formation and above, which is granted on the basis of the servicemen's report and is announced by order of the commander (chief) of the military unit in which the serviceman is serving.
Training should not interfere with a serviceman's performance of official duties in his or her position.
